Minh Duc Commune was established on the basis of merging Minh Duc, Minh Tam, and An Phu communes of former Hon Quan District, with a total natural area of 167 square kilometers and a population of more than 16,940.
Over the past term, the Party Committee, the political system, and local residents have upheld the tradition of unity, making efforts to overcome difficulties and challenges, achieving significant accomplishments that have created a solid foundation for Minh Duc’s continued strong and steady development in the new period.
The local economic structure has shifted in the right direction. The average per capita income has reached VND 61 million per year. Agricultural production planning has focused on enhancing value and sustainable development, forming models of high-tech, clean agriculture based on value chains.
In the socio-cultural sector, the commune has achieved notable results, including 100% universal education coverage, over 95% health insurance coverage, and an emphasis on building schools meeting national standards. Social welfare and poverty reduction efforts have delivered positive outcomes.
At the congress, delegates discussed and approved the key targets and tasks for the 2025-2030 term. These include an average annual state budget revenue growth of over 10%; an average annual growth rate of total product value of 13%; striving to achieve advanced new-style rural standards in the 2026-2030 period; and ensuring 100% of schools meet level-1 national standards.
Delivering her directive speech, Comrade Huynh Thi Hang, Deputy Secretary of the Provincial Party Committee and Chairwoman of Dong Nai Fatherland Front Committee, requested the Minh Duc Commune Party Committee to set out specific measures to successfully achieve the set targets and respond to new development requirements.
In particular, the commune should review and adjust planning to create development spaces suited to local conditions; attract investment into agriculture; promote the growth of industry, trade-services, and the private business sector; prioritize selective investment; and implement social welfare programs effectively, striving for sustainable poverty reduction.
Furthermore, Minh Duc Commune needs to strongly apply information technology in management and administrative procedures; work to effectively operate the two-tier local government model; and overcome difficulties to accomplish the goals set out in the congress resolution.
