On the afternoon of August 14, Le Truong Son, Member of the provincial Party Committee’s Standing Committee and Vice Chairman of Dong Nai People’s Committee, attended and directed the first congress of the Loc Tan Commune Party Committee for the 2025-2030 term. Also present were leaders of the provincial Party-building Commissions, provincial departments and sectors, local leaders throughout periods, and 155 delegates representing 538 Party members in the commune’s Party Committee.
Loc Tan is a border commune, formed after the merger of former Loc Thien and Loc Tan communes, with a natural area of over 183 square kilometers and nearly 19 kilometers of border adjacent to the Kingdom of Cambodia. The commune has a population of nearly 23,700, with ethnic minorities accounting for 12.7%.
Loc Tan Commune’s Party Committee has 538 members organized into 34 grassroots Party cells. During the 2020-2025 term, the Commune Party Committee, local authorities, and residents successfully have completed all nine socio-economic development targets, with three exceeding the plan. The commune has eliminated poverty entirely. Total local budget revenue is estimated at VND 217 billion, of which state budget revenue within the locality is estimated at VND 19.3 billion. National defense, security, and foreign affairs have been consistently strengthened, contributing to firmly safeguarding territorial sovereignty, border security, and national security.

For the 2025-2030 term, the Party Committee, local authorities, and residents of Loc Tan Commune set 21 targets, seven key tasks, and three breakthrough areas, aiming to develop the commune worthy of its “heroic homeland” title. By 2030, per capita income is targeted to reach VND 100 million, and 100% of schools are to meet national standards. The rate of online public service usage by citizens and businesses is expected to reach 100%. Loc Tan also aims to achieve new-style rural commune status by 2029 in accordance with the 2025-2030 criteria.

Acknowledging and commending the achievements of the Party Committee, local authorities, and residents of Loc Tan Commune in the past term, Member of the provincial Standing Party Committee and Vice Chairman of the Dong Nai People’s Committee Le Truong Son requested the commune to effectively implement the six-clear principle of “clear personnel, clear tasks, clear timelines, clear outcomes, clear accountability, and clear authority”, while strongly applying information technology in task processing. He emphasized the need for changes in both mindset and action, as the two-tier local government model delegates significant authority to the commune level.
Member of the provincial Standing Party Committee and Vice Chairman of the Dong Nai People’s Committee Le Truong Son urged Loc Tan to continue leveraging its strengths, fostering unity, becoming a model in rural road development, and effectively planning densely populated residential areas of ethnic minority residents.
