On the morning of August 18, the Army Corps 16 held the opening ceremony of its 6th Party Congress for the 2025-2030 term. The Congress was attended by 138 Party members representing nearly 1,000 members of the Army Corps’ Party Committee.
The congress was guided by Senior General Thai Dai Ngoc, Member of the Party Central Committee, Member of the Central Military Commission, and Deputy Chief of the General Staff of the Vietnam People’s Army; representatives from the leadership of the Central Military Commission, Ministry of National Defense, General Department of Politics of the Vietnam People’s Army, and Military Region 7.
Comrade Huynh Thi Hang, Deputy Secretary of the Provincial Party Committee and Chairwoman of Dong Nai Fatherland Front Committee, along with representatives from the leadership of departments and agencies of Dong Nai and Lam Dong provinces, also attended the congress.

In his guidance speech, Senior General Thai Dai Ngoc, Member of the Party Central Committee, Member of the Central Military Commission, and Deputy Chief of the General Staff of the Vietnam People’s Army, acknowledged and commended the achievements achieved by the Army Corps 16 Party Committee in the previous term. Army Corps 16 was tasked to continue consolidating and streamlining its apparatus towards being lean, strong, efficient, and effective; actively participate in strengthening and building the grassroots political system; enhance the effectiveness of defense-economic zone projects; successfully combine economic development with defense duties; and build a solid defensive posture to protect sovereignty along the Vietnam-Cambodia border.

To achieve the objectives and tasks of the next term, Senior General Thai Dai Ngoc requested that the Party Committee of Army Corps 16 continue to thoroughly grasp the resolutions and directives of the Party and the Central Military Commission, especially the resolution of the 14th National Party Congress and the upcoming 12th Congress of the Military Party Committee.
He also urged active innovation in leadership, management, and administration to keep pace with development requirements. This includes promoting the development of science and technology, innovation, digital transformation, digital economy, green economy, and circular economy. Resolute and synchronized measures should be implemented to maximize the use of resources such as land and forests.
Senior General Thai Dai Ngoc requested the Party Committee of Army Corps 16 to lead in achieving business objectives and targets, restructure sectors and industries efficiently, and focus on improving product quality to enhance competitiveness and branding. At the same time, attention should be paid to creating jobs, improving the lives of officers, employees, and workers, supporting sustainable poverty reduction, and actively coordinating with localities in building new-style rural areas while effectively implementing national target programs.

The Congress focused on discussing and giving opinions on the political report of the Congress, the review report of the Party Committee of Army Corps 16 for the 2020-2025 term, and the draft action program to implement the congress resolution.
With the motto “Democracy – Solidarity – Discipline – Innovation – Development,” the congress elected the Party Executive Committee of Army Corps 16 for the 2025-2030 term, consisting of 15 members. Colonel Trinh Pham Hoa, Deputy Commander of Army Corps 16, was re-elected as Secretary of the Party Committee; Major General Pham Ba Hien, Commander of Army Corps 16, was re-elected as Deputy Secretary of the Party Committee for the 2025-2030 term.
