With the motto “Relying on the people to serve the people”, the “All People Unite to Build New-Style Rural Areas and Civilized Urban Areas” campaign in Dong Nai province has, over the past years, promoted residents’ initiative, creativity, and self-management spirit.

The movement has not only helped improve material and spiritual life but also created great internal strength, making a practical contribution to socio-economic development, maintaining national defense and security, and ensuring social order and safety in each residential area.
Many new models and effective practices integrated into daily life
In recent times, Xuan Dinh commune has widely implemented the “All People Unite to Build New-Style Rural Areas and Civilized Urban Areas” campaign, linked with the environmental protection movement. Through Party cell activities, self-managed neighborhood meetings, and Vietnam Fatherland Front (VFF) conferences, topics such as waste separation at source, reducing plastic waste, and maintaining public sanitation have been regularly propagated. Local organizations, including the Women’s Union, Youth Union, and Farmers’ Union, have developed practical models that contribute to giving the countryside a facelift.
Among these initiatives, the “Green Sunday” model has been maintained weekly, attracting a large number of officials, members, and residents to clean streets, clear bushes, and collect waste along local roads. The Commune Women’s Union has also launched the “Floral Roads Instead of Waste” movement, encouraging members to plant flowers and greenery to beautify the landscape. In addition, the Youth Union has implemented the “Youth with the Environment” project, installing public trash bins and propagating the “Live Green – Act Clean” message, contributing to the development of a civilized lifestyle and a sense of environmental responsibility.
In response to the campaign launched by the VFF Central Committee, the VFF of Nha Bich commune has concretized it through many meaningful models, such as “Model Roads,” “Green Homes – Sharing Love,” “Veterans Supporting Each Other’s Economic Development,” and “Youth Volunteering for Digital Transformation.” To date, all 21 residential areas in the commune have met cultural standards, including 10 model residential areas, with over 95% of households recognized as cultural families. Cultural, sports, and musical activities are actively organized, contributing to building a united, civilized, and happy community.
According to Tran Phong Lan, Vice Chairman of Thanh Son Commune People’s Committee, in addition to maintaining the “Bright – Green – Clean – Beautiful” model in hamlets and residential groups, the locality has implemented and encouraged households to participate in environmental sanitation efforts; ensured that weddings, funerals, and festivals are increasingly economical, without ostentation or waste. The commune currently has no cases of forced marriages or child marriages, and the practice of excessive bride price has been eliminated. Marriage registration and ceremony organization are simple and adapted to each family’s circumstances. Funerals are conducted properly and solemnly, with durations limited to no more than 48 hours. All hamlets have established and effectively implemented traditional village covenants and conventions.
In many communes and wards across the province, effective models and approaches implementing the campaign’s objectives have been developed and expanded by the VFF Committees at all levels in coordination with socio-political organizations. Notable examples include: “Self-Managed Residential Areas for Environmental Protection and Climate Change Response,” “Compassionate Residential Areas,” “Charity Rice Jars,” “Lifelong Learning Clubs,” “Learning Family Lineages”; security-focused models such as “Security Cameras,” “Peaceful Parishes and Congregations,” “Residential Areas Protecting Territorial Sovereignty and Border Security,” “Border Highlights Clubs,” and the “National Flag Routes” initiative.
Deepening the movement’s impact
According to Nguyen Van Phat, Vice Chairman of Bom Bo Commune People’s Committee, in recent times, the locality has effectively integrated the contents of the “All People Unite to Build New-Style Rural Areas and Civilized Urban Areas” campaign with activities from the “All People Unite to Build a Cultural Life” movement, aiming to improve the effectiveness of building exemplary families and model hamlets. In the 2025–2030 period, Bom Bo commune aims to maintain 99% of households recognized as cultural families; all 16 hamlets to achieve cultural status; 100% of hamlets to have standard cultural houses; and over 55% of the population to regularly participate in cultural, musical, and physical exercise activities.

In Dong Xoai ward, alongside propaganda efforts, the locality has linked the development of a cultural life through effectively implementing community emulation movements and the “All People Unite to Build New-Style Rural Areas and Civilized Urban Areas” campaign. Dong Xoai ward has set targets to achieve by the end of 2025: It is expected that 90% of neighborhoods will be recognized as cultural residential areas; 90% of the ward’s cultural and sports institutions and 90% of cultural houses and sports areas will operate effectively. By then, the ward aims to meet all criteria to be recognized for excellence in drug and prostitution prevention efforts.
To ensure the campaign “All People Unite to Build New-Style Rural Areas and Civilized Urban Areas” in Dong Nai province continues to deepen and spread widely among the public, the VFF Committees at all levels have been strengthening propaganda, implementation, and execution of the Central Government’s directives and guidelines on the movement. In addition, training sessions are regularly organized for grassroots officials; effective and creative models are being expanded; and guidance is provided for organizing cultural, musical, and sports activities at local cultural facilities, all contributing to improving the material and spiritual well-being of the people.
The province currently has more than 2,500 self-managed models and over 12,600 “skillful mass mobilization” models recognized across various fields, including the economy, culture - society, national defense and security, political system building, and new-style rural development. Around 100 residential areas have incorporated the criteria of “solidarity – prosperity – happiness” into their local conventions, village regulations, and internal emulation activities.
In its orientation for the 2025–2030 period, the VFF Committee of Dong Nai province aims to have over 85% of residential areas recognized as Cultural Residential Areas. At the same time, it plans to develop a pilot model titled “From Inland to the Border – Joining Hands for Community Welfare,” connecting wards and communes with border guard stations and border communes. Each year, every commune and ward in the province is expected to have at least one residential area recognized as a united, prosperous, and happy community.
