Linh, seeded No 6, defeated former SEA Games champion Goh Jin Wei of Malaysia 21-15, 21-13 in a 32-minute final at Nguyễn Du Gymnasium.
Goh, who won her SEA Games title in 2017 when she was 17 and also was world junior champion twice, was considered a tough rival to 24-year-old Linh whose best result was the Challenger title in Belgium last month.
Early on, Linh made a number of mistakes and let No 7 seed Goh gain the lead. But the Tokyo Olympian came back and showed off her brilliance to take the victory.
Apart from a bonus in cash, Linh also received 5,500 points for her world ranking which saw her at No 58 last week.
In the men's singles, No 3 seed Kodai Naraoka of Japan beat China's Sun Fei Xiang 10-21, 21-14, 21-17 to lift the trophy.
The men's doubles title went to Ren Xiang Yu and Tan Qiang of China. The No 4 duo defeated teammates He Ji Ting and Zhou Hao Dong 17-21, 21-18, 21-8.
Thai sisters Benyapa and Nuntakam Aimsaard, who were the top title favourites, overcame No 2 seed duo Febriana Dwipuji Kusuma and Amalia Cahaya Pratiwi 21-16, 27-25 in the women's doubles.
No 4 duo Dejan Ferdinansyah and Gloria Emanuelle Widjaja beat No 1 seed Rehan Naufal Kusharjanto and Lisa Ayu Kusumawati 21-13, 21-18 in an all-Indonesian final for the mixed double gold.
