Thai, representing the Domesco Dong Thap Pharmacy team, triumphed in the 129km race from Ha Noi to Hòa Bình.
Quang Van Cuong from Loc Troi Group and Loic Desriac from Dong Nai finished second and third.
Thai also took the polka dot king of the mountain jersey, while Quang Van Cuong retained the yellow leader's jersey.
Nguyen Ngoc Vu, head secretary of the Vietnam cycling federation, said that although the weather was not good, racers competed well.
Cyclists continue their race from Hoa Binh to Son La Province today, a distance of 200km.
