Bien Hoa - Vung Tau Expressway's Component Project 1 reaches nearly 94% of contract value

According to the Dong Nai City People's Committee, the value of completed work under Component Project 1 of the Bien Hoa - Vung Tau Expressway has exceeded VND2.36 trillion, equivalent to nearly 94 percent of the project's contracted value. During the first six months of 2026, completed work was valued at more than VND758 billion, representing about 30 percent of the contract value.

The project's main carriageway was completed and temporarily opened to traffic on May 18, 2026, simultaneously with Component Projects 2 and 3. Construction is currently focused on completing the remaining works, including the approach roads to the Ham Nghi overpass (Km4+443) and the Phung Hung overpass (Km6+154), roadside drainage systems along frontage roads, drainage channels between the main carriageway and frontage roads, concrete water barriers, slope drainage facilities, embankment grassing and sidewalk paving.

Component Project 1 is approximately 16 kilometers long. The Dong Nai City People's Committee serves as the competent authority for the project, while the Dong Nai City Construction Investment Project Management Board is the investor.

For site clearance, relevant agencies completed 27 rounds of land handover, with the entire site transferred to the contractor in April 2025. During the early stages of construction, the project encountered shortages of embankment materials as several nationally significant and other major infrastructure projects were being implemented simultaneously across the city, causing demand for fill materials to surge. At the same time, the number of licensed borrow pits in the area was limited. Most of the approved supply came from overburden and weathered soil removed during quarrying operations and recovered under permits issued by the City People’s Committee for use as fill material. Consequently, the availability of embankment materials that met the project's technical specifications remained limited, and both quality and reserves were inconsistent.

Since early 2025, the Dong Nai City People’s Committee has issued one Group IV mineral extraction license with a permitted volume of nearly 480,000 cubic meters, along with three additional Group IV licenses totaling nearly 1.6 million cubic meters for contractors working on Component Projects 1 and 2. These measures have effectively resolved the shortage of embankment materials.
