The Dong Nai City People’s Committee has issued a decision approving the planning framework for a 1/2,000-scale zoning plan covering the area designated for a new urban development at the western gateway of Long Thanh International Airport.

Under the approved plan, the zoning area spans more than 6,300 hectares across parts of Long Thanh ward and the communes of Phuoc Thai and Long Phuoc in Dong Nai City. The projected population by 2045 is estimated at between 400,000 and 450,000 residents.
The planning area is identified as a new urban sub-zone within Long Thanh urban area, featuring key functions such as urban development, a free trade zone, financial-commercial centers, and support services closely linked to Long Thanh International Airport. At the same time, the area is envisioned as a gateway urban space playing an important role in international exchange and integration, while helping shape a new development image for the Long Thanh urban area and the Southeastern region.
The area will also be prioritized for high-quality urban, commercial, and service uses that leverage the airport’s advantages. In particular, the plan aims to develop non-aviation economic activities, including commercial services, retail, food and beverage services, accommodation, office space, conferences, exhibitions, and lifestyle services, to enhance attractiveness, generate development resources, and improve land-use efficiency.
Moreover, the area is expected to become a major transportation hub, ensuring efficient connectivity to Long Thanh International Airport and key regional growth corridors. Urban development will follow a transit-oriented development (TOD) model with priority given to public transportation.
The plan also promotes mixed-use and high-density development to optimize land use, attract population growth, reduce pressure on private transport, and establish a compact, multifunctional urban space.
In addition, the planning area is oriented toward the synchronized development of technical and social infrastructure. Smart-city and green urban solutions will also be integrated in line with Dong Nai City’s smart urban development strategy.
Digital technologies are expected to be applied in urban management and operations, while green growth initiatives will be promoted to improve living conditions and enhance resilience to climate change.
