After many years of construction, a series of key projects and works across the province are now largely complete and are gradually "nearing the finish line".

Once completed, these projects will provide significant momentum for Dong Nai to accelerate development in the near future.
Several projects near completion
In mid-December 2025, Component Project 3, the Ring Road 3 of Ho Chi Minh City section through the province was officially opened to technical traffic. The project is more than 11km long, including a main expressway section of about 5km.
Following the technical opening, contractors continued to mobilize personnel, machinery, and equipment to complete the remaining work on the project. At the request of the Provincial People's Committee, Component Project 3, Ring Road 3 - Ho Chi Minh City, is required to strive to complete and put into operation by the end of April 2026.
Similarly, Component Project 1, Bien Hoa - Vung Tau Expressway section through the province is also targeted for completion and operation by the end of April 2026. According to the Provincial Construction Investment Project Management Board, completed construction volume has reached about 75% of the total signed contract value. In particular, the expressway section has basically been completed, and on many sections, contractors have installed median barriers, noise barriers, and traffic sign systems.
In 2026, Dong Nai has allocated more than VND 7 trillion in capital for key infrastructure projects across the province. As of March 5, about VND 460 billion had been disbursed, accounting for over 6.5% of the planned capital.
According to Dinh Tien Hai, Director of the Provincial Construction Investment Project Management Board, the unit is directing contractors to accelerate construction progress to strive to complete this project by the end of April 2026 as required by the Provincial People's Committee.
Currently, there are 29 key works and projects in the province. After a period of construction, many works and projects have basically been completed, such as: Bien Hoa central axis road; Component Project 3, Ring Road 3 - Ho Chi Minh City; Component Project 1, Bien Hoa - Vung Tau Expressway; West of National Highway 13 connecting Chon Thanh - Hoa Lu, etc.
Evaluating the progress of key works and projects over recent times, Deputy Secretary of the Provincial Party Committee Vo Tan Duc said that their implementation across the province has shown positive results. As for projects using public investment capital, 8 of the 13 projects are under construction, and some have now largely completed construction.
Demonstrate results with specific progress
Besides key works and projects that have largely remained on schedule, many other projects are still behind schedule. About 10 key projects and works remain delayed and have seen little progress in recent times. The main reasons continue to be difficulties in site clearance and the lack of decentralization of authority to approve planning adjustments.
Provincial Party Committee member, Vice Chairman of the Provincial People's Committee Ho Van Ha said: The biggest reason affecting the progress of projects in the province, including key works and projects, is still in the implementation of compensation and site clearance. "The Provincial People's Committee has issued full regulations related to compensation and site clearance. Therefore, relevant units need to change their approach and accelerate the progress of this work to serve the construction of projects," said Vice Chairman of the Provincial People's Committee Ho Van Ha.
At the working session of the Steering Committee for the implementation of key works and projects in the province on March 11, Deputy Secretary of the Provincial Party Committee Vo Tan Duc requested: To accelerate the progress of works and projects in the coming time, the Provincial Party Committee and the Provincial People's Committee directed relevant units to urgently complete the construction of Gantt charts for each project, reporting them to the steering committee for monitoring, inspection, and urging. "The responsibilities and tasks of each agency, unit, and locality must be clearly defined, and the results must be reflected in the specific progress of each project," emphasized Vo Tan Duc, Deputy Secretary of the Provincial Party Committee.
Regarding compensation and site clearance, when planning and implementing site clearance, the procedures must be followed as stipulated and align with the actual conditions of each project. At the same time, flexibility should be applied across the process steps to shorten site clearance time while still ensuring compliance with legal regulations.
Project owners and contractors must take responsibility for their capacity and initiative in compensation, site clearance, and project implementation. At the same time, the Provincial People's Committee must also adopt measures to strictly deal with individuals, units, and contractors that are slow in carrying out compensation, thereby affecting the progress of project implementation and the disbursement of public investment capital.
