In recent years, the banking sector in Dong Nai province has proactively implemented numerous credit programs to meet capital demand for agricultural and rural development across the locality.

Strengthening inter-sectoral cooperation
In late January 2026, branches of the Vietnam Bank for Agriculture and Rural Development (Agribank) operating in Dong Nai province, including Agribank Dong Nai, Agribank Bac (North) Dong Nai, Agribank Nam (South) Dong Nai, Agribank Binh Phuoc, and Agribank Tay (West) Binh Phuoc branch, organized a conference to sign an inter-sectoral cooperation agreement with the Provincial Farmers’ Association and the Provincial Women’s Union. The agreement focuses on credit policies serving agriculture, rural areas, and farmers in accordance with Government Decree No. 55/2015/ND-CP and Decree No. 156/2025/ND-CP on credit policies for agricultural and rural development.
This coordinated activity not only facilitates the implementation and access to policies, but also makes an important contribution to expanding and boosting credit growth in general, and in promoting effective credit growth for agricultural and rural development in particular, across the province.
Over the past time, Agribank branches in Dong Nai have proactively coordinated with the Farmers’ Association and Women’s Union at all levels to step up the provision of credit capital to households and individuals for economic development, credit growth, and the timely delivery of comprehensive banking services. Loan groups managed by the Farmers’ Association and Women’s Union have effectively met members’ borrowing needs, while Agribank’s credit management has ensured safety and efficiency. As of the end of 2025, total outstanding loans disbursed through these loan groups in the province exceeded 327 billion VND.
Director of Agribank Dong Nai Nguyen Trong Thang and representative of Agribank branches in the province emphasized that the signing of the new cooperation agreement is aligned with the two-tier local government restructuring model and new mechanisms and policies of the Party and State on credit for agricultural and rural development. Effective implementation of the inter-sectoral agreement in the new phase will contribute to local socio-economic development.
Member of the Provincial Party Committee (PPC), Vice Chairwoman of the Provincial Vietnam Fatherland Front (VFF) Committee and Chairwoman of the Provincial Women’s Union Le Thi Thanh Loan said that the signing of the inter-sectoral agreement with Agribank branches in Dong Nai aims to build on achievements made in recent years, while opening a new phase of cooperation that is more comprehensive, closer, and better suited to the new context.
In the coming time, the Provincial Women’s Union will focus on directing Women’s Union chapters at commune and ward levels to promote the effectiveness of loan groups, while coordinating with local Agribank branches to review capital demand by area, target group, sector, and production field in order to grasp members’ specific borrowing needs. At the same time, it will step up guidance for members on production and business planning, financial management, and strengthen inspection and supervision to enhance efficiency and fully realize the role of this loan program.
Pham Quoc Bao, Deputy Director of the State Bank of Vietnam, (SBV)’s Region 2 branch, noted that the implementation of this coordination program aims to promote credit policies for agriculture and rural areas in the locality. Agribank branches in Dong Nai should strengthen coordination with the Provincial Farmers’ Association and Women’s Union in organizing professional training courses for loan groups, thereby ensuring that lending programs are implemented in compliance with regulations and effectively, while improving overall quality.
Promoting development of agricultural economic models
The signing and effective implementation of cooperation regulations between the Agribank system in the province and mass organizations, the Provincial Farmers’ Association and Women’s Union represent concrete and practical actions in carrying out annual tasks and solutions of Agribank in particular and the provincial banking sector in general.
According to representatives of Agribank branches in Dong Nai, as of the end of 2025, total mobilized capital reached over 78.8 trillion VND, while total outstanding loans amounted to 91.7 trillion VND. Of this, loans serving agricultural and rural development accounted for 72% of total outstanding loans of Agribank branches in the province.
The implementation of this cooperation agreement helps improve the effectiveness of credit programs for agricultural and rural development, creating favorable conditions for individuals, especially members of the Farmers’ Association and Women’s Union at all levels, to access loan capital for production, business, services, and consumption.
Nguyen Van Giang, Vice Chairman in charge of the Dong Nai Farmers’ Association, said the association will intensify information dissemination, communication, and mobilization to help farmer members access and use loan capital effectively and for the right purposes. It will also organize loan group models more effectively and work alongside Agribank in training and outreach activities to enhance farmers’ financial management capacity, thereby helping ensure a healthy, safe, and sustainable rural credit environment.
Nguyen Duc Lenh, Deputy Director of the SBV’s Region 2 branch, noted that bank credit capital for agricultural and rural development in Dong Nai has contributed to boosting production, business, and the export-import of agricultural and forestry products, as well as promoting the development of farm economy models and products under the “One Commune, One Product (OCOP) program.
In addition, the coordination between the Agribank system and the Provincial Farmers’ Association and Women’s Union also helps expand and develop banking services, particularly cashless payment services in rural areas, through communication, guidance, and consultation for residents on banking products and services, especially account-based services.
