Ministry of Construction requires inspection and acceptance, ensuring conditions for opening over 18 km of Bien Hoa - Vung Tau Expressway to traffic before Tet

On February 4, the Ministry of Construction issued Official Letter No. 1558/BXD-KTQLXD to relevant units regarding the preparation for acceptance and operation of the main line of Component Project 2, phase 1 of Bien Hoa - Vung Tau Expressway Project, the section passing through Dong Nai province.

Accordingly, to ensure the opening of the main line of the project before Tet and the toll collection for the Ho Chi Minh City - Long Thanh - Dau Giay Expressway, the Ministry of Construction requested the Airports Corporation of Vietnam (ACV) to direct its units to urgently complete the work and procedures related to putting the T2 connecting route (2 connecting ramps at Long Thanh interchange and the parallel section from Long Thanh interchange to the airport interchange) into operation synchronously with Component Project 2. At the same time, it is necessary to coordinate with the Project Management Board 85 to agree on a plan for installing fences along the route to ensure traffic safety during operation.

Vietnam Expressway Corporation (VEC) will take the lead and coordinate with the Project Management Board 85 to develop a temporary toll collection plan for the Ho Chi Minh City - Long Thanh - Dau Giay Expressway upon the commencement of Component Project 2, ensuring traffic safety, avoiding congestion, and preventing revenue losses.

Project Management Boards of 85, Regional Transport, and Ba Ria - Vung Tau Agricultural Sector shall direct construction contractors to complete the remaining items (fences, guardrails, signs, median strips, road markings, overpasses, etc.), complete acceptance procedures, and ensure conditions for putting the main line into operation as planned.

Component Project 2, Bien Hoa - Vung Tau Expressway, is over 18km long and passes through Dong Nai province. According to the investor, the remaining items of the project are being accelerated to be completed entirely before February 8, 2026, to put the main line into operation before Tet.

Previously, in a report sent to the Ministry of Construction, Project Management Board 85 also raised difficulties and problems when putting the main line into temporary operation.

Specifically, Component Project 2 is currently located between Component Projects 1 and 3. While Component 1 has not yet been completed, the connecting routes belonging to the Long Thanh International Airport Project also do not have a specific opening schedule. Therefore, in the initial phase, there is only one direction onto the Bien Hoa - Vung Tau Expressway from the Dau Giay side, and the opposite direction from Vung Tau to Long Thanh also lacks a complete exit.

In addition, due to the lack of a toll station system built along the entire route, the connection with the Ho Chi Minh City - Long Thanh - Dau Giay Expressway (which is currently collecting closed tolls) creates a technical problem regarding input-output data, making toll collection unable to be implemented as regulated.

Therefore, the Project Management Board 85 proposed that the Ministry of Construction direct relevant units to provide feedback on the traffic organization plan promptly. ACV should put Route 2 of the Long Thanh Airport Project into operation concurrently with the expressway and, at the same time, coordinate with VEC to develop a toll-collection plan for the transitional period.
