Dong Nai approves investment in two resettlement areas supporting the North-South High-Speed Railway Project

The Dong Nai Provincial People’s Committee has announced decisions allocating funds for the construction of resettlement areas to facilitate the execution of the North–South High-Speed Railway Project section traversing the province.

Accordingly, the Provincial People’s Committee has approved the investment policy for resettlement areas in Song Nhan Hamlet, Xuan Que Commune (with an area of approximately 25 hectares), and in Xuan Hung 2A Hamlet, Xuan Hoa Commune. These projects will be financed from the provincial budget once aligned with relevant planning schemes, serving resettlement needs for the North–South High-Speed Railway Project as well as other provincial, central, and local projects.

For the resettlement project in Song Nhan Hamlet, Xuan Que Commune, the Provincial People’s Committee assigned Regional Project Management Board No. 8 to act as the unit in charge of proposing the project investment policy once planning conditions are fully met. The People’s Committee of Xuan Que Commune is responsible for coordinating with the Department of Construction and relevant agencies to develop related planning documents for submission to competent authorities, ensuring conditions for appraisal and approval of the investment policy and project implementation.

Regarding the resettlement area in Xuan Hung 2A Hamlet, Xuan Hoa Commune, the Provincial People’s Committee assigned the Provincial Land Fund Development Center as the proposer for the project once planning requirements are fulfilled. The People’s Committee of Xuan Hoa Commune shall take the lead and coordinate with the Department of Construction in updating and adjusting relevant planning to ensure compliance with procedures for appraisal and approval.

At the same time, the Provincial People’s Committee approved the policy of arranging resettlement for eligible households affected by the North–South High-Speed Railway Project in Xuan Hoa Commune at the 33-hectare resettlement area in Xuan Loc Commune, Dong Nai Province. The People’s Committee of Xuan Hoa commune is responsible for taking the lead and joining forces with the People‘s Committee of Xuan Loc commune in reviewing, resolving, and arranging resettlement for the affected households in accordance with regulations. In cases where the number of available plots is insufficient, Xuan Hoa Commune People’s Committee will review other resettlement areas to ensure appropriate allocation. The North–South High-Speed Railway section passing through Dong Nai Province is approximately 82 km long, traversing 12 wards and communes, with one station located at Long Thanh International Airport and a maintenance facility planned in Xuan Duong Commune.

To implement the project, Dong Nai Province is required to recover approximately 262 hectares of land. Preliminary surveys indicate that about 374 households within the project area will require resettlement. The Provincial People’s Committee has assigned the Provincial Land Fund Development Center as the investor for the independent component project covering compensation, support, and resettlement related to the section running through Dong Nai Province.

Regarding resettlement arrangements, according to the Provincial People’s Committee, three localities - Hang Gon Ward and Xuan Loc and Cam My communes - currently have available resettlement areas sufficient for 166 households. One locality, An Phuoc Commune, has no resettlement demand. Meanwhile, eight wards and communes, namely Xuan Hoa, Xuan Phu, Xuan Dinh, Xuan Que, Xuan Duong, Long Phuoc, Long Thanh, and Nhon Trach, do not yet have resettlement areas and will require the construction of approximately 208 resettlement plots to serve the project.
