Dong Nai approves adjustments to Provincial Master Plan for 2021-2030

On February 27, at the 10th session of the 10th-term Dong Nai People’s Council, delegates passed a resolution approving adjustments to the Dong Nai Provincial Master Plan for 2021-2030 with a vision to 2050.

Accordingly, the adjusted planning scope covers the entire administrative boundary of Dong Nai province, with a total natural area of more than 12,700 sq.km and 95 commune-level administrative units, including 72 communes and 23 wards. Under the revised planning objectives, by 2030, Dong Nai is expected to basically meet the criteria of a centrally governed city in a civilized, modern, and sustainable direction, with high growth rates and income levels surpassing high-income thresholds, placing it among the country’s leading localities. At the same time, the province aims to take the lead in the aviation economy, silver economy, low-altitude economy, high-tech industry, science and technology, innovation, and digital transformation.

In parallel, socio-economic infrastructure and the urban system will be developed in a synchronized, modern, innovative, and sustainable manner, while preserving distinctive identity. Notably, Dong Nai will focus on airport urban development and internationally recognized eco-urban areas capable of hosting major regional and international events. Development will be inclusive, ensuring no one is left behind, alongside efforts to preserve and promote cultural values, protect the ecological environment and biodiversity, adapt to climate change, and firmly safeguard national defense and security.

Looking toward 2050, Dong Nai strives to become a centrally governed city before 2035 and, by mid-century, emerge as a frontrunner in high-tech industrial development with synchronized, smart, and modern infrastructure. The province envisions itself as an international trade, tourism, and service hub associated with world-class urban areas, a destination for intellectuals and talent, and a locality that prioritizes a green and circular economy to contribute to achieving net-zero emissions. Development will remain harmonious and inclusive, ensuring prosperous and happy lives for residents while maintaining firm national defense, security, and social order.

The adjusted master plan also sets out four strategic breakthroughs, focusing on strategic orientation, infrastructure, urban development, tourism, and human resources. In particular, Dong Nai will maximize the efficiency of Long Thanh International Airport in tandem with the airport urban model.

In addition, the province will complete an integrated connectivity framework linking intra-provincial, regional, inter-regional, and international networks, while developing synchronized, modern, smart, and climate-resilient infrastructure across the locality.

Urban development will be promoted in line with transit-oriented development (TOD). The province plans to roll out high-end urban, tourism and resort projects along rivers, mountains and lakes, concentrating on urban-tourism-service complexes adjacent to Long Thanh Airport; the Chua Chan Mountain and Nui Le Lake urban-tourism area; the Suoi Giai Lake urban-tourism zone; the Ba Ra Mountain – Thac Mo area; and a chain of riverside urban centers along Dong Nai River, particularly in Bien Hoa, Long Thanh and Nhon Trach.

In addition, large-scale university education and training complexes will be established in the urban areas of Long Thanh, Nhon Trach, Long Khanh, and Dong Xoai. The province will step up training, capacity building, and policies to attract, retain, and fully utilize experts, scientists, and highly qualified personnel, while developing a contingent of capable officials, civil servants, and public employees to meet task requirements.

Continuing the session, delegates also approved a resolution adjusting the Dong Nai Provincial Housing Development Program for the 2021-2030 period.

Under the resolution, Dong Nai aims to complete and put into use about 87 million sq.m. of housing floor area in 2021-2030, equivalent to about 700,672 housing units. Average housing space is targeted at 33 sq.m per capita province-wide, including 33.8 sq.m in urban areas and 32 sq.m in rural areas. By 2030, the share of solid and semi-solid housing is expected to reach 99.5 percent, while substandard and makeshift housing will be cut to 0.5 percent.

Overall, housing development will ensure connectivity and consistency between key growth poles and other areas across the province, closely aligned with the Provincial Master Plan for 2021-2030, with a vision to 2050. Priority areas include Long Thanh International Airport and its surrounding airport urban zone, the Dong Nai River Economic Corridor, high-tech parks, free trade zones, and newly reorganized regional urban centers.

Alongside this, the province will promote affordable housing suitable for middle- and low-income households and policy beneficiaries. The housing real estate market will be developed sustainably and transparently under state regulation and supervision, in line with land-use planning and housing development strategies, while curbing speculation and waste of land resources.

Priority will also be given to large-scale, modern, smart, and sustainable housing projects, as well as integrated developments combining housing with commercial services, logistics, and eco-tourism along the Dong Nai and Be River. Housing projects following the TOD model will be promoted along metro lines, urban railways, and key transport axes connecting Ho Chi Minh City.

Total capital demand for housing development in 2021-2030 is estimated at more than 822 trillion VND.
