Dong Nai starts construction of over 3,000 social housing units in Phuoc An commune

On the morning of January 15, in Phuoc An commune, Dong Nai province, the Water Electrical Mechanical Installation and Construction Joint Stock Company and Hanoi Construction Corporation - JSC held a groundbreaking ceremony for 2 social housing projects, totalling over 2.3 trillion VND in investment.

These are 2 of many projects simultaneously commenced and groundbreaking to celebrate the 14th National Congress of the Party and the 96th anniversary of the founding of the Communist Party of Vietnam (February 3, 1930 - 2026).

Attending the groundbreaking ceremony were comrades: Thai Bao, Deputy Secretary of the Provincial Party Committee, Head of the Provincial Party Committee's Organization Commission; Le Truong Son, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee; Ha Anh Dung, Member of the Provincial Party Standing Committee, Standing Vice Chairman of the Provincial Fatherland Front Committee.

Speaking at the event, Vu Hong Minh, Chairman of the Board of Directors, General Director of the Water Electrical Mechanical Installation and Construction Joint Stock Company, stated: The 2 projects commenced today include: The social housing apartment complex on the 2.1-hectare land plot and the social housing apartment complex on the 3.71-hectare land plot, both in Phuoc An commune. These projects are of significant importance in implementing the Party and State's policy on social housing development and in meeting the urgent housing needs of workers, labourers, and low-income individuals in Dong Nai province.

Among them, the 2.1-hectare social housing project is invested in by Water Electrical Mechanical Installation and Construction Joint Stock Company, in partnership with Hanoi Construction Corporation - JSC and Wealthcons Construction Investment Joint Stock Company. The project consists of 12-story apartment blocks, with more than 1,500 units, providing accommodation for over 2,600 people. The total investment exceeds 1 trillion VND, with completion expected in Q1-2028, in which block A is scheduled to be put into use from Q2-2027.

The 3.71-hectare social housing project is invested in by Hanoi Construction Corporation - JSC, in partnership with Water Electrical Mechanical Installation and Construction Joint Stock Company and other partners. The project comprises nearly 1,500 apartments, providing accommodation for close to 6,000 people. It is being developed in synchrony with technical infrastructure, kindergartens, green spaces, playgrounds, and parking areas, with a total investment of over 1.3 trillion VND. It is expected to be completed in Q1-2028.

According to the investor, both projects are oriented to become model social housing areas of the province, ensuring reasonable prices, good construction quality, and synchronous infrastructure. Upon completion, the projects will not only address the fundamental housing needs of workers and labourers but also create stable jobs for thousands of engineers, construction workers, and auxiliary trades. The lowest selling price is 450 million VND/unit.

The investor commits to implementing the project in accordance with legal regulations, ensuring progress, quality, labour safety, and environmental protection; at the same time, implementing a public and transparent distribution of social housing, ensuring the correct beneficiaries.

Speaking at the groundbreaking ceremony, comrade Le Truong Son, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, stated: These 2 social housing projects are concrete evidence of Dong Nai province's determination to implement the Party and State's policy on socio-economic development and improving the lives of the people. These projects meet the housing needs of workers, laborers, and those eligible for social housing support policies in the province. The project not only solves the housing problem but also contributes to urban embellishment, creating a modern and civilized residential area.

The completed social housing projects will play a key role in meeting the target of 65,000 units for the 2025-2030 period, as assigned by the Prime Minister and set by the Provincial Party Committee for Dong Nai province. At the same time, they will contribute to fulfilling the Government’s project of developing 1 million social housing units by 2030.

Leaders of the Provincial People's Committee highly value the efforts and sense of responsibility demonstrated by the investors who have been and are continuing to work with local authorities to bring these meaningful and humane projects to life. They also commend the project investor's commitment in recent months, who has remained highly focused since the project’s investment policy was approved and has actively coordinated with departments, agencies, localities, and relevant units to ensure the project officially begins construction.

Leaders of the Provincial People's Committee request investors, construction units, design consultants, supervisors, and relevant units to comply with regulations on investment and construction procedures, ensuring the correct progress and quality of the work, ensuring traffic safety, labor safety, fire prevention and fighting safety, and environmental sanitation to minimize the impact on production and business activities as well as the living environment of people and businesses in the area.

The simultaneous groundbreaking of the two projects is expected to bring a new urban look to Phuoc An commune and the southern area of the province, making a positive contribution to the social housing development program, ensuring social welfare, and the sustainable development of Dong Nai province.
