Dong Nai serves as a key growth pole of the nation

On January 10, a working delegation from the Party Central Committee's Commission for Policies and Strategies and the Standing Board of the Steering Committee for the formulation of the Scheme on Strategic Solutions to promote “double-digit” economic growth in the new era – the era of Vietnamese nation’s rise worked with the Dong Nai Provincial Party Standing Committee. The meeting reviewed the situation and outcomes of the in-depth review of Resolution No. 05-NQ/TW dated November 1, 2016, issued by the 12th Party Central Committee on major orientations and policies aimed at further renewing the growth model and improving growth quality, labour productivity, and competitiveness of the economy.

The working session was co-chaired by Nguyen Anh Tuan, Member of the Party Central Committee and Deputy Head of the Party Central Committee's Commission for Policies and Strategies, and Vu Hong Van, Secretary of the Dong Nai Provincial Party Committee and Head of the provincial National Assembly Deputation. Participants also included Standing members of the provincial Party Committee, the provincial Party Standing Committee and leaders of several departments, sectors and localities.

Identifying three main growth drivers

Reporting at the meeting, Truong Thi Huong Binh, Member of the Provincial Party Standing Committee and Director of the Department of Finance, stated that based on the conclusions of the Politburo, resolutions of the National Assembly and the Government, directives of the Prime Minister, and the Resolution of the Dong Nai Provincial Party Congress for the 2025–2030 term on solutions to achieve double-digit growth, the provincial Party Standing Committee has formulated an Action Programme to realise double-digit growth in 2026 and the 2026–2030 period.

To achieve an average growth rate of 10–12% during the 2025–2030 term, the Action Programme of the Dong Nai provincial Party Standing Committee sets out eight groups of targets, four groups of tasks and solutions, 23 programmes and schemes, and 46 key projects, together with annual growth scenarios for the 2026–2030 period and quarterly growth scenarios for 2026.

In addition to traditional growth drivers such as accelerating public investment disbursement, production, consumption and exports, Dong Nai has identified the Long Thanh International Airport urban area, the Dong Nai River urban corridor, the Hoa Lu border gate economic zone, and the system of expressways and urban railways as the main driving forces for socio-economic development during the 2025–2030 term.

According to Truong Thi Huong Binh, the official operation of Long Thanh International Airport in 2026 will create strong momentum for the formation of surrounding high-value-added service chains, including air logistics, distribution centres, free trade, financial and banking services, hotels, conference facilities, and smart urban areas. "Dong Nai will gain new economic development drivers, creating a significant breakthrough for growth and international integration," she said.

With regard to Long Thanh Airport, Dong Nai province has identified the Long Thanh Airport urban area, linked with the Dong Nai River development corridor and the riverside boulevard, as a major growth pole in the southern part of the province. This area is expected to develop into a hub for aviation services, logistics, international trade, finance, conferences, and modern urban complexes, helping to expand the space for urban, industrial, and service development closely associated with Ho Chi Minh City.

Alongside the airport urban area, the provincial free trade zone, covering nearly 7,500 hectares, is set to become an international logistics and distribution centre, as well as a hub for trade, finance and aviation services. This will serve as a crucial driver for high-tech industries and supporting industries, while enhancing Dong Nai’s role in global supply chains. At the same time, it will help the province form new spearhead economic sectors, attract investment and increase state budget revenues.

The Standing Board of the Dong Nai Provincial Party Committee has conducted research and practical reviews across the province on six thematic studies to support the review of Resolution No. 05-NQ/TW and the preparation of documents for the Dong Nai Provincial Party Congress for the 2025–2030 term. It has also organised a provincial-level scientific workshop on “Socio-economic development orientations with a double-digit growth target and contributions to the documents of the Dong Nai Provincial Party Congress for the 2025–2030 term.”

In tandem with the two growth drivers associated with Long Thanh Airport, Dong Nai province will continue to develop the Hoa Lu border gate economic zone, creating a new growth engine in the province's northern part. This is expected to promote border trade, logistics services and agro-forestry processing, while strengthening international trade connectivity in the west–north direction.

“These three development drivers will generate synergies, forming a solid foundation for Dong Nai to transform its growth model from a traditional industrial province into a centre for high-tech industry, international logistics, free trade and aviation services, contributing to rapid and sustainable socio-economic development in the 2026–2030 period, with a vision to 2050,” Truong Thi Huong Binh added.

Accelerating completion of provincial planning

According to Nguyen Van Ut, Deputy Secretary of the Dong Nai Provincial Party Committee and Chairman of the provincial People's Committee, achieving the double-digit growth in the coming period will require strong determination and extraordinary efforts. The Standing Board of the provincial Party Committee has clearly stated that growth must be sustainable and that budget revenues must remain stable to serve as the basis for growth scenario planning.

Currently, Dong Nai is preparing the adjusted provincial master plan for the 2021–2030 period, with a vision to 2050. Identifying planning as a decisive factor, the province will implement zoning in accordance with the master plan to ensure synchronized implementation. “The province will clearly define zones for industrial development, trade and services, urban development, and high-tech agriculture,” Nguyen Van Ut noted.

At the same time, Dong Nai has identified its key growth axes, particularly focusing on fully exploiting the potential and advantages of Long Thanh Airport. “In the development process, the province places great emphasis on transport infrastructure connectivity, because without it, development is impossible, especially connectivity with Long Thanh Airport,” he stressed.

Addressing the meeting, Nguyen Anh Tuan praised Dong Nai’s strong and determined implementation of Resolution No. 05, noting that the province has recorded better growth each year. This, he said, is a highly positive outcome, especially as Dong Nai has pursued growth model renewal with clear orientations towards digital transformation and science and technology development. “In 2025, the province recorded a growth rate of 9.63%, ranking among the highest nationwide. Its economic scale and budget revenues rank fourth nationally. Dong Nai will be a key growth pole of the country,” he emphasised.

Regarding preparations for the Scheme on Strategic Solutions to promote “double-digit” economic growth in the new era – the era of nation’s rise, Nguyen Anh Tuan said that the Party General Secretary To Lam has underscored that planning is the most critical factor. Planning must be visionary and, more importantly, effectively implemented with strict discipline and order. Localities have been urged to complete their provincial master plans as early as possible. "Dong Nai also needs to expedite the completion of its provincial planning," he stressed.

Nguyen Anh Tuan further noted that the Party General Secretary had also called for an economic accounting mindset across all fields, including public investment. In addition, the growth model for the new period must ensure rapid yet sustainable growth, which inevitably requires reliance on science and technology, innovation and digital transformation. “For a leading locality like Dong Nai, growth calculations and scenario building must also be based on these principles,” he stated.
