Delivering his concluding remarks at the working session, Ho Van Ha, Member of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee, assessed that: in 2025, land auction activities were directed with strong determination and achieved certain results, however, they still fell short of the set targets. In 2026, this task needs to be carried out with greater determination and efforts.

The provincial leadership requested the provincial Land Fund Development Center to review the 2026 legal framework related to land auction, particularly regulations on investment, land, planning, housing, and on that basis, develop a land auction plan in line with the new rules.

The center must anticipate land plots to be auctioned on a quarterly basis and estimate the potential revenues to be generated for submission to the Provincial People’s Committee for consideration.

In terms of solutions, the center was required to complete the land auction procedures; group auction areas by land use purpose (commercial and service, housing) to carry out the relevant legal procedures; clearly designate lead departments, sectors responsible for site clearance, planning, preparation of investment policies, land price determination and related tasks; and establish a rapid-response task force on land auctions.

The Department of Finance was tasked with reviewing the public land fund, including surplus land of government office headquarters following administrative restructuring, to ensure more efficient land use.
