Dong Nai aims for the development of spearhead economic sectors

Dong Nai's overall goal for the 2026-2035 period is to innovate its growth model and accelerate technological innovation in spearhead economic sectors while striving for double-digit economic growth for the province to soon become a centrally governed city.

Shifting in investment attraction, building a development strategy centered on high-tech and spearhead industries, while tapping into new growth drivers, are the solutions Dong Nai is currently implementing.

Unlocking new growth drivers

Reporting at the meeting of the Party Central Committee’s Commission for Policies and Strategies with the Provincial Party Standing Committee on January 10th, Truong Thi Huong Binh, Member of the Dong Nai Party Standing Committee and Director of the Provincial Department of Finance, informed that, along with traditional growth drivers such as public investment disbursement, production, consumption, and exports, Dong Nai has identified several new drivers of its social-economic growth. These include the Long Thanh Airport City, the Dong Nai River urban corridor, the Hoa Lu Border Gate Economic Zone, and the network of expressways and urban railways. In particular, Long Thanh International Airport and the province’s industrial development drivers are expected to form new growth poles for socio-economic development.

Specifically, Dong Nai plans to develop a chain of value-added services around the airport, including air logistics, distribution centers, free trade, financial and banking services, hotels, convention facilities, and smart urban areas, closely linked with Ho Chi Minh City.

In addition, a free trade zone spanning nearly 7,500 hectares is expected to boost high-tech industries, support industries, and strengthen Dong Nai’s role in global supply chains. Furthermore, the Hoa Lu Border Gate Economic Zone will also continue to be developed, creating new momentum in the northern part of the province by promoting cross-border trade, logistics services, agro-forestry processing, and international trade connectivity toward the northwest.

Under Dong Nai’s technology innovation roadmap to 2035, the 2026–2027 period will focus on capacity building and digital transformation. From 2028 to 2030, the focus will shift towards innovation and the application of high technology, and the post-2030 phase will be on reviewing outcomes and adjusting the roadmap accordingly.

These three driving forces will synergize, forming a foundation for Dong Nai’s transition from a traditional industrial province into a high-tech industrial hub, international logistics, free trade, and aviation services, contributing to the rapid and sustainable socio-economic development of the province in the period 2026-2030, with a vision to 2050.

According to Tran Thoang, Director of CT Strategies Vietnam Limited Liability Company (based in Da Nang City), Dong Nai has many advantages to become a major technology manufacturing center nationally and regionally. In particular, the Long Thanh Free Trade Zone has the potential to become a center for the production and export of deeply processed industrial products, electronic components, and consumer goods for markets in the ASEAN markets. If implemented successfully, it will be an attractive destination for international businesses wanting to establish production and export facilities. 

Attracting spearhead economic sectors

Dong Nai is home to large-scale and fast-growing industrial sectors. Currently, the province is shifting from supporting and mixed industries toward spearhead industries to align with new development trends and the province's goals.

According to experts, with the advantage of having the largest international airport in Vietnam, a multimodal transportation network, and a strong industrial base, in the new phase of development, Dong Nai's industry could prioritize developing three groups of key products: aviation industry, automation equipment, and information technology equipment. These products will be established and supported by a modern industrial ecosystem, with core sub-sectors, including machinery manufacturing and precision engineering, electrical and electronics, transport equipment, chemicals, and food processing.

To prepare for the next stage of development, on January 7, 2026, the provincial People’s Committee issued the Plan on Building a Technology Innovation Roadmap to 2035 for spearhead economic sectors. The plan identifies core technologies that can create breakthroughs, domestic and international market demand, and Dong Nai’s capacity to access technology.

The plan aims to restructure the spearhead economic sectors towards improving productivity, quality, efficiency, and competitiveness, based on science, technology, and innovation. It also identifies strategic technologies capable of creating breakthroughs and having a strong spillover effect in the province's key sectors. Accordingly, the province will develop spearhead and key economic sectors, such as artificial intelligence, biotechnology, renewable energy and green technologies, semiconductor and microchip technologies, advanced manufacturing, high-tech agriculture… The province aims to gradually form and deploy core technologies, enhancing the technological innovation capacity of enterprises, and increasing the value-added ratio in the industry.

According to Phan Phong Phu, Chairman and CEO of Viet Sin Energy Group Joint Stock Company (Viet Sin Energy Group, based in Ho Chi Minh City), the company aims to become one of Vietnam’s leading renewable energy groups. Dong Nai, he said, has great potential for investment in the renewable energy sector, making it one of the localities that the company is very interested in, seeking investment opportunities to contribute to the province's development of green industries, using green fuels and energy in production.
