Construction sector in Dong Nai grows by 21.7% in 2025

On the afternoon of January 14, the Dong Nai Provincial Department of Construction held a conference to review its work in 2025 and roll out tasks and plans for 2026.

According to the report, in 2025, the province’s construction sector recorded significant achievements across key areas, including transportation, planning, urban development, housing, and technical infrastructure.

The sector posted a growth rate of 21.7%, contributing more than 1.1% to the province’s overall economic growth. Province-wide, over 4,600 social housing units were completed, reaching 110% of the target assigned by the Government. Additionally, all 10 out of 10 zoning plans for the former Long Khanh City were approved.

Many nationally important and provincial key projects were completed or reached significant milestones. Notably, the main items of Phase 1 of Long Thanh International Airport were largely completed, and the airport welcomed its first three flights on December 19, 2025. Two major transport projects were opened to technical traffic: Ring Road 3 of Ho Chi Minh City (the section through Dong Nai) and Section 2 of Road 25C, Phase 1, in Nhon Trach District. During the year, the province commenced construction of five large-scale transport projects and launched the Ma Da Bridge Project.

Urban and rural planning work was implemented in a synchronized manner and gradually deepened, affirming its foundational role in guiding sustainable development, spatial management, and investment attraction after the provincial administrative reorganization. The Department of Construction promptly advised on the issuance and implementation of plans to develop new plans and adjust urban and rural planning in line with the new administrative boundaries, suited to the practical conditions of 95 wards and communes. During the year, the department advised the Provincial People’s Committee to organize three planning concept and architectural design competitions.

Toward the goal of making Dong Nai a centrally-run city, the Department of Construction has developed a roadmap to 2050, under which 29 communes will be upgraded to wards; it aims to raise the proportion of wards among commune-level administrative units to about 54%, and achieve an urbanization rate of 55% by 2030.

In the area of technical infrastructure, targets for both urban and rural water supply were met and surpassed. Drainage and wastewater treatment projects were reviewed and prioritized for investment, in line with budget-balancing capacity, to gradually improve the environment. The management of transport operations and traffic safety for road, inland waterway, and railway systems continued to be implemented in a coordinated manner, in accordance with directives from both the Central Government and the province.

Alongside the achieved results, several shortcomings remain, including slow progress in formulating, appraising, and approving general urban plans and general commune plans under the new administrative boundaries, as well as delays in implementing flood prevention and drainage projects.

For 2026, the provincial construction sector has set targets, including supplying 88% of the urban population with clean water through centralized systems, achieving an urbanization rate of 39%, reaching an urban wastewater treatment rate of 20%, and completing more than 8,000 social housing units.

Key tasks in 2026 focus on accelerating the preparation, adjustment, and approval of general urban plans, general commune plans, and zoning plans, with priority given to completing the general plans for Bien Hoa, Long Thanh, Nhon Trach, and Trang Bom in the first quarter, striving to comprehensively cover all 95 wards and communes with approved general plans.

The sector will focus on finalizing the Dong Nai Provincial Urban Development Program to 2050, coordinating efforts to expedite key transport projects, continuing to initiate eligible social housing projects, enhancing the effectiveness of construction investment management, and promoting administrative reform to reduce processing times for procedures, thereby facilitating the work of residents and businesses.

According to Nao Thien Anh Minh, Deputy Director of the Department of Construction, in 2026, the construction sector will operate under the action motto: “Sites must be ready, construction sites must be unobstructed, while progress is an order and quality is an honor.”

Accordingly, the Department of Construction will focus on implementing five key task groups: advising and ensuring the timely and high-quality execution of tasks assigned by the Provincial People’s Committee; continuing to improve the quality of planning management and construction investment management; promoting administrative reform and applying the “six clarities” principle in tandem with digital transformation; strengthening inter-agency coordination to promptly address obstacles and prevent prolonged bottlenecks during project implementation; and prioritizing the development of a construction-sector workforce with strong professionalism, solid expertise, and a high sense of responsibility.

On this occasion, the Department of Construction also commended collectives with outstanding achievements in 2025.
