Alongside the country’s overall economic growth, the business community in Dong Nai province has continued to expand in both scale and quality. This has enabled enterprises to strengthen their capacity to fulfill tax obligations to the State, thereby contributing to the local budget revenue.

Businesses hope that Dong Nai province and the tax sector will continue to accompany and support them, remove difficulties and obstacles, and further reform administrative procedures in the tax field so that enterprises can operate with greater confidence and stability.
Enterprises’ efforts contribute to budget revenue growth
According to the Dong Nai Tax Department (DoT), the 2021–2025 period unfolded amid numerous difficulties and challenges. In addition, during the past year, the tax department also went through several rounds of mergers and organizational restructuring, which to some extent affected operations for both the tax authority and taxpayers. However, thanks to timely direction from the Ministry of Finance (MoF), the General Department of Taxation, and provincial authorities, together with effective coordination with relevant agencies, the tax sector successfully fulfilled its assigned tasks.
In 2024, the province’s domestic budget revenue reached more than VND 51.9 trillion, accounting for 71% of total state budget revenue in the locality. In 2025, Dong Nai’s domestic revenue exceeded VND 78.6 trillion, reaching 161% of the estimate assigned by the Prime Minister and 149% of the estimate approved by the Provincial People’s Council, with 15 out of 17 targets meeting or surpassing provincial estimates. Several revenue sources recorded high growth, including nearly VND 17.9 trillion from foreign direct investment (FDI) enterprises, nearly VND 12 trillion from the non-state commercial and industrial sector, and over VND 9.6 trillion from personal income tax.
To encourage enterprises to actively and effectively fulfill their tax obligations, the DoT honored 249 enterprises and taxpayers in the province. These entities contributed nearly VND 11.3 trillion in domestic taxes, accounting for more than 22% of the Dong Nai tax sector’s total revenue in 2024.
The Dong Nai branch of Suntory PepsiCo Vietnam Beverage Co., Ltd. was awarded a Certificate of Merit by the MoF for fulfilling its tax obligations well in 2024.
Le Tran Yen Nhi, representing the company, said that the enterprise has invested in Vietnam for many years, including in Dong Nai. Along with its investment in production and business, the company has always paid close attention to fulfilling its obligations to the State and, in that process, it has received timely support from local authorities, especially regarding newly issued policies and legal regulations to ensure correct compliance.
Similarly, Nguyen Tuan Mui, Chairman of the Board and General Director of Sai Gon Transport Group J.S Company, shared that entrepreneurs are not only those who create wealth for themselves. With operations based in Dong Nai and across many provinces and cities, in addition to focusing on business activities, the company also participates in social welfare contributions. In particular, regarding tax obligations to the State, the company has consistently fulfilled its responsibilities since its establishment 16 years ago.
Mui noted that the Dong Nai tax sector has made many improvements, especially in applying technology and reforming administrative procedures, helping enterprises save time, as for businesses, time is essentially cash flow.
According to Head of the DoT Nguyen Toan Thang, the creativity and determination to overcome difficulties demonstrated by the business community, entrepreneurs, and taxpayers are key contributions to local development, helping strengthen national financial resources.
Among the 249 outstanding enterprises contributing VND 11.3 trillion in domestic taxes in 2024, there were 13 state-owned enterprises contributing more than VND 6.4 trillion, 118 non-state enterprises contributing over VND 900 billion, and 118 FDI enterprises contributing more than VND 3.9 trillion.
Accompanying taxpayers
Recognizing the tax sector’s performance, enterprises expressed their expectations that they would receive even greater support and companionship in the time ahead.
Takahisa Onose, Vice Chairman and Head of the Tax and Customs Committee of the Japanese Chamber of Commerce and Industry in Ho Chi Minh City (JCCH), said that the association always encourages Japanese enterprises to invest in Vietnam, including in Dong Nai. Companies planning to invest in Dong Nai will certainly consult with those already operating in the province. JCCH considers the business environment in Dong Nai to be very favorable, creating conditions for enterprises, including Japanese firms, to develop. Administrative reforms and the creation of an attractive business environment, including tax-related procedures, will help attract more large-scale investors.
At present, most tax administrative procedures are carried out electronically, combined with an inter-agency one-stop mechanism between tax authorities and related units.
According to Nguyen Toan Thang, with the motto “Transparency – professionalism – integrity – innovation,” the Dong Nai tax sector will continue to serve taxpayers in a professional and responsible manner, building a friendly and modern administrative environment that places citizens at the center of public service.
Vice Chairwoman of the Provincial People’s Committee Nguyen Thi Hoang affirmed that Dong Nai is always committed to accompanying enterprises. The province focuses on improving the investment and business environment, simplifying administrative procedures, and applying technology in tax administration to save time for enterprises and create favorable conditions for them to fulfill their obligations. The provincial leadership hopes that enterprises will continue to make efforts to overcome difficulties and innovate in production and business, while accompanying the province in implementing tax policies and laws, thereby contributing to the successful realization of local socio-economic development goals.
