This is a key task regarding the application of science, technology, and digital transformation in customs management, in line with Resolution No. 57-NQ/TW, dated December 22, 2024, of the Politburo on breakthroughs in the development of science, technology, innovation, and national digital transformation. The application of science and technology is implemented throughout the customs sector, thereby promoting the building of customs-business partnerships, the development of digital enterprises, digital customs agents, and a digital customs ecosystem in the area.
Digitalization of customs management
In recent times, the customs sector has intensified the provision of online public services, reformed administrative procedures, and applied information technology (IT) throughout its entire operational process. The rate of online processing of administrative procedure dossiers has reached a very high level, significantly contributing to shortening customs clearance time, enhancing transparency, and reducing compliance costs for businesses, although occasional delays caused by IT system issues still occur.
To maintain and promote the fundamental values of the digital customs ecosystem, the Customs Sub-Department of Region XVIII has organized the deployment and operation of this system at its subordinate units, with the participation of customs authorities, import-export businesses, customs agents, logistics companies, banks, port and warehouse businesses, and relevant state management agencies.
In 2025, 100% of newly generated customs declarations were received and processed electronically, with the green channel rate reaching over 76% (an increase of 0.49% compared to 2024). The customs sector delivered results on time for nearly 3 million administrative procedure dossiers through the unit's customs operational systems.
Sharing about the key tasks that the Customs Sub-Department Region XVIII will implement in accordance with Resolution No. 57-NQ/TW, Deputy Head of the IT Department, Customs Sub-Department of Region XVIII, Nguyen Tieu Long, said: In the coming time, the sub-department will continue to organize and operate the digital customs system at its subordinate units, contributing to the completion of the digital customs ecosystem with the participation of customs agencies, import-export businesses, customs agents, logistics businesses, banks, port and warehouse businesses, and relevant state management agencies. Building a digital customs ecosystem helps improve the efficiency of state management, facilitates trade, reduces compliance costs for businesses, and at the same time enhances transparency and prevents risks and fraud.
Flexibly applying customs management solutions in digital space
In 2026, the customs sector determines that customs management will continue to be carried out with a focus on key areas, given the ongoing fluctuations in the domestic and international economies, which directly impact import-export activities and state management of customs.
Sharing his plans for future customs management, the Head of Customs Sub-Department of Region XVIII, Le Van Thung, stated: The unit will continue to focus on further improving the efficiency of customs management and enhancing the quality of service for businesses. Simultaneously, it will review and refine work process, and strengthen the application of IT and digital infrastructure in customs operations. The customs sector will continue to proactively receive and promptly address any emerging difficulties and obstacles, ensuring that customs procedures are implemented uniformly, transparently, and in accordance with regulations.
In 2025, state budget revenue from the import-export sector is expected to reach over 22.7 trillion VND, exceeding the projected target by 106% and increasing by 5.2% compared to the same period in 2024, further affirming the practical and effective contribution of the customs force to macroeconomic stability and strengthening resources for local development.
Acknowledging the achievements of the customs sector in the past period, at the Conference summarizing customs work in 2025 and implementing tasks for 2026 of the Customs Sub-Department of Region XVIII, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee Nguyen Kim Long highly appreciated the results achieved by the customs sector. According to him, amid heavy work pressure and increasingly demanding tasks, the Customs Sub-Department of Region XVIII implemented comprehensive, decisive and flexible management solutions, closely following the practical import and export activities in the area, ensuring both facilitating businesses, promoting production, business and economic growth, while maintaining discipline and strictly enforcing customs laws.
2025 marked a year of intertwined difficulties and challenges, while also opening up new opportunities for Dong Nai province and the entire Southern key economic region. In this context, the Customs Sub-Department of Region XVIII clearly affirmed its role as a core force in ensuring smooth import and export activities, accompanying businesses in promoting production, business, market expansion, and international integration.
In particular, the collection of state revenue was organized systematically and effectively by the Customs Sub-Department of Region XVIII. Administrative procedure reform and digital transformation were implemented substantively. The fight against smuggling, trade fraud, drug trafficking, and violations of customs laws was strengthened, focusing on key areas. These results made a significant contribution to macroeconomic stability, ensuring economic security, and improving the investment and business environment of Dong Nai province and the region.
