Thoroughly internalizing Party General Secretary To Lam’s conclusions on Long Thanh Airport project

On December 11, Deputy Secretary of the Provincial Party Committee (PPC) and Chairman of the Dong Nai People’s Committee Nguyen Van Ut together with Deputy Secretary of the Provincial Party Committee Vo Tan Duc, co-chaired a conference to disseminate and implement Notice No. 420-TB/VPTW dated November 17, 2025, issued by the Party Central Committee’s Office on the conclusions of Party General Secretary To Lam during a working session on the Long Thanh International Airport project.

The conference was attended by Member of the Provincial Party Standing Committee and Standing Vice Chairman of Dong Nai People’s Committee Nguyen Kim Long; Member of the Provincial Party Standing Committee and Director of the Department of Finance Truong Thi Huong Binh. The event was connected online to 95 venues across wards and communes in the province.

On November 17, 2025, the Party Central Committee's Office issued the conclusions of Party General Secretary To Lam following the working session on the Long Thanh Airport project. In these conclusions, General Secretary To Lam agreed in principle with the proposals of the Dong Nai Provincial Party Standing Committee to maximize the effectiveness of the Long Thanh Airport project.

Based on this, on December 4, 2025, the Dong Nai Provincial Party Standing Committee issued Plan No. 23-KH/TU to implement Notice No. 420. The plan aims to thoroughly disseminate the conclusions, enhance awareness and ensure decisive action in accordance with the development orientations of the province. It translates the conclusions into specific objectives, tasks, solutions and clearly assigned responsibilities with deadlines for completion.

Also on December 4, 2025, the Dong Nai People’s Committee issued Plan No. 198/KH-UBND to implement Notice No. 420. The plan identifies key groups of tasks, including mechanisms and special policies; spatial planning and economic corridor development; implementation of Phase 2 of the Long Thanh Airport project; development of major transport infrastructure; logistics, trade and services; and tourism, culture and ecology.

Speaking at the event, Deputy Secretary of the PPC Vo Tan Duc emphasized that this is a highly important conference to thoroughly grasp the orientations, key tasks and solutions as stated in the conclusions of Party General Secretary To Lam. Following the conference, all units are required to develop concrete plans and action programs. Each sector and agency must commit to timelines and promptly carry out assigned tasks following the “six clear” principle.

He noted that five key task groups must be prioritized: elevating development thinking, positioning Long Thanh Airport not merely as an airport but as a new strategic growth engine for the region and the country; completing and effectively implementing special mechanisms and policies for Dong Nai; reviewing and synchronizing planning, spatial development orientations and economic corridors associated with Long Thanh Airport and Cai Mep Port; accelerating the development of multimodal transport infrastructure; and forming a modern, comprehensive ecosystem of aviation services, logistics and airport urban areas.

In his closing remarks, Deputy Secretary of the PPC and Chairman of the Dong Nai People’s Committee Nguyen Van Ut stressed that based on Notice No. 420, relevant units must identify two main categories of tasks: those requiring immediate implementation and those that must be reflected in planning for the 2026–2030 period.

Immediate tasks include investing in the extension of the Ben Thanh – Suoi Tien metro line to the provincial administrative center and Long Thanh Airport, and the Thu Thiem – Long Thanh railway project. At the same time, the province must develop an ecosystem serving Long Thanh Airport, including accommodation zones, restaurants and hotels. Planning adjustments will increase the population scale of Long Thanh and Nhon Trach urban areas to 2.5 million people.

Comrade Nguyen Van Ut requested the Department of Finance to incorporate contents of Notice No. 420 into the provincial planning adjustments. Departments, sectors and localities must develop plans, roadmaps and timelines, with clearly assigned responsibilities, to effectively implement the contents of Notice No. 420.
