Stepping up industrial promotion activities

Dong Nai today is not only home to modern, large-scale industries concentrated in industrial parks, but also to a wide range of rural industrial facilities.

Rural industry makes substantial development strides

In recent years, rural industry enterprises and production facilities across the province have been making strenuous efforts to secure market outlets for their products. Step by step, they are affirming product quality and brand reputation, while reaching out to connect, cooperate, and integrate with global markets.

For example, the Ba Tu Binh Phuoc Cashew, a brand of Gia Bao Group Joint Stock Company, has developed various product lines that have proudly earned recognition as Outstanding Rural Industry Products. In 2025 alone, the company’s roasted cashew kernels with skin, peeled cashew kernels, dried macadamia nuts, and chili–garlic cashews were certified as nationally recognized outstanding rural products.

According to Tran Van Son, Director of Gia Bao Group Joint Stock Company, the enterprise has developed hundreds of hectares of raw-material cashew plantations, with a target of expanding to more than one thousand hectares by 2030, while also building a specialized and methodical production chain.

Similarly, Trong Duc Cocoa Co., Ltd. (Phu Hoa commune) is recognized as one of Vietnam’s leading cocoa growers and processors. Since 2015, the company has been a pioneer in implementing the large-scale field model, closely linking production with consumption. To date, its cocoa cultivation area has expanded to over 700 hectares across Dong Nai province and several neighboring provinces and cities.

According to Dang Tuong Khanh, Director of Trong Duc Cocoa Co., Ltd., the company has developed over 50 products processed from agricultural raw materials, with cocoa-based items remaining its core focus. The company continues to invest in deep processing and product diversification to increase the value of this crop.

Despite its considerable potential and the emergence of strong performers, the province’s rural industry still faces limitations. Although the number of establishments is relatively large, rural industry accounts for only 9% of the province’s total industrial production value. Household businesses make up the majority of rural industry activities, underscoring the need for State support measures, especially industrial promotion policies, to foster sustainable development.

Focusing on industrial promotion solutions

In recent years, the Dong Nai Center for Industrial Promotion and Industrial Development Consultancy, in accordance with its assigned functions and duties, has implemented a wide range of industrial promotion measures throughout the province. These activities focus on priority support areas that leverage each locality’s comparative advantages and resource strengths, such as raw materials, markets, and labor. Support programs are carefully selected to ensure clear priorities and strong spillover effects, aiming to create a tangible shift in the development of industrial facilities in the province.

To promote the development of rural industry and implement industrial promotion policies, on August 27, 2025, the Government issued Decree 235/2025/ND-CP, amending and supplementing several articles of Decree 45/2012/ND-CP dated May 21, 2012, on industrial promotion. The new decree took effect on October 15, 2025. One of its key provisions is the redefinition of eligible beneficiaries.

Accordingly, the groups eligible for industrial promotion support include small and medium-sized enterprises, cooperatives, and household businesses that directly invest in industrial and handicraft production in communes, wards, and special zones, as well as production establishments that apply cleaner production practices or pursue sustainable production and consumption. In addition, support is also available to enterprises and cooperatives investing in industrial cluster infrastructure, as well as to folk artisans, elite artisans in the handicraft sector, and domestic or international organizations and individuals engaged in industrial promotion services.

In 2025, the industrial promotion program focuses on eight key projects: experience-sharing activities, management capacity building, application of advanced machinery, selection of outstanding rural industry products, participation in fairs and exhibitions, strengthening implementation capacity, maintaining showrooms, and promoting industrial promotion activities.

In late November 2025, the province organized the Southeastern Region – Dong Nai Outstanding Rural Industrial Products Fair 2025. This major event delivered substantial practical values for businesses, consumers, and the overall development of the industry and trade sector in the Southeastern region. The fair featured 250 booths, with participation from 115 exhibitors from across the country. Among these, Dong Nai province contributed 25 exhibitors with 60 booths.

Tran Minh Dat, Director of the Dong Nai Center for Industrial Promotion and Industrial Development Consultancy, stated that the fair drew 10,000 visitors and generated an estimated sales of around 10 billion VND. The Center will continue working closely with relevant agencies to implement concrete activities aimed at enhancing the effectiveness of industrial promotion policies in the province.

According to Van Huu Dong, Deputy Director of the Dong Nai Department of Industry and Trade, one of the sector’s key tasks is to develop and perfect the regulatory framework and procedures for industrial promotion activities at the local level. For the 2026–2030 period, planning must align with the province’s industrial development master plan through 2030, with a vision to 2050. For the Dong Nai Center for Industrial Promotion and Industrial Development Consultancy, he emphasized the need to proactively connect with rural industry facilities and concretely implement support policies to help them achieve sustainable development.
