New impetus, new expectations for the key commune of Long Thanh

As one of the key localities in Dong Nai province, Long Thanh commune is experiencing one of the most vibrant paces of innovation in the province. Comprehensive success in bringing resolutions to life created strong changes in all fields in 2025, creating new impetus and new momentum for the entire political system, people, and local business community to actively, dynamically, and creatively achieve even greater victories in 2026.

Continuously improving the quality of life for the people

As the host location of the "project of the century", Long Thanh International Airport, alongside once-in-a-century opportunities, Long Thanh commune also bears a special mission for the overall development of the province, region, and nation. Continuing to closely follow the leadership of the Provincial Party Committee, in 2025, the Party Committee and People's Committee of the commune always upheld a high sense of responsibility, solidarity, unity, promoted democracy, focused on directing and operating the synchronous, drastic, focused, and key implementation of tasks and solutions to maintain and develop production, promptly grasp the situation and resolve difficulties and obstacles, effectively support businesses, focus on promoting service industries, and comprehensively care for and promote culture and society. With the consensus and support of the people and the business community in overcoming difficulties and challenges, 29 out of 31 targets were met or exceeded, while the remaining 2 targets were not met, including the health insurance participation rate (reaching 88.2%).

Notably, the main economic sectors and fields are growing well. The business environment and conditions are continuously improving, attracting much attention from investors. The establishment of businesses, business households, and cooperatives achieved good results in terms of quantity and capital. The highlight of budget revenue estimated to be collected by December 31, 2025, of the commune reached over 958 billion VND, achieving over 370%, far exceeding the target assigned by the higher authorities, with revenue collected from industry, trade, and non-state services alone reaching nearly 200 billion VND, 10 times higher than the initial target.

The implementation of the land acquisition, compensation, support, and resettlement project for Long Thanh International Airport basically met the progress and requirements, with 100% of the area approved. Land management and construction order were strengthened through inspection, supervision, handling, and remediation of many cases, along with focusing on coordinating and developing tasks and solutions for the overall planning of Dong Nai province for the period 2021-2030, with a vision to 2050; accelerating the implementation of public investment projects, especially prioritizing the budget package for the construction of some schools in the commune. Social security work was actively implemented, and the lives of the people were ensured. Administrative reform made practical progress. National defense, security, and social order and safety were maintained.

These results vividly demonstrate the strong Party spirit rooted at the grassroots level, under the leadership of the Commune Party Executive Committee, with resolutions translated into daily life through the exemplary actions of cadres who are close to the people, listen to the people, and work for the people, and the consensus and cooperation of the people. A typical example is An Lam hamlet, where people are familiar with the image of "speaking and doing in tandem" by Phan Van Lam, the Secretary of the Party Cell and Head of the hamlet.

Le Thanh Tai, a resident of An Lam hamlet, shared: "Since Head of Hamlet Lam started working, the rural roads have been clean and beautiful, and the trees have been well cared for. In the dry season, Head of Hamlet Lam drives a three-wheeled vehicle to ask for water from the people to water the trees. When the trees are thriving, he prunes them once every two weeks, and regularly hires people to spray and cut grass. The people here love the Head of Hamlet because he does a lot of work and is close to the people."

Phan Van Lam shared: "I have to take the lead. I have to do everything first, then I can mobilize and persuade the people. There are no administrative orders here." The practical example set by grassroots officials contributes to bringing the resolution of the commune Party Committee into life in the hamlet. Lam confided: "Here, we have the most beautiful football field compared to other communes, providing a playground for young people. The hamlet authorities care about poor households, keeping a list to promptly mobilize assistance. The hamlet Party Committee identifies mobilizing health insurance donations as an important task, because for those who are too difficult to afford health insurance, a health crisis would be a huge burden."

Taking people's satisfaction as a measure of the apparatus's effectiveness

The Party Committee and authorities of Long Thanh commune focus on directing and operating, calculating fundamental and flexible solutions to improve the quality of public service operating under the two-level local government model, taking efficiency and the satisfaction of people and businesses as a measure. This contributes to multiplying the core motivation to maximize available potential, and fully unleash all resources to build a rapidly and sustainably developing homeland.

Currently, the number of organizations and individuals coming to the Commune Public Administration Service Center daily to carry out administrative procedures is quite large. From the practical experience of the new apparatus operating under the two-level local government model, Huynh Trung Lap, a resident from Xom Trau hamlet, said: "I often come here to do administrative procedures. With the two-tier government in place, procedures are done very quickly and on time. Once the result slip is issued, you just come on that exact date and time, and it's ready. After the merger, the workload is very heavy, but everyone here seems very enthusiastic to receive people's applications. I am very satisfied."

Officials and civil servants working at the Long Thanh Commune Public Administration Service Center ensure that their job positions and expertise are appropriate, and they have the IT skills to meet job requirements.

 Le Thi Hong Phuong, a Justice - Civil Status officer, said: "With the huge workload after the merger, as someone directly in charge of receiving applications, I understand the difficulties people face when they have to travel many times. Therefore, I have made further effort to work overtime, including Saturdays and Sundays, to return applications on time. When citizens receive results on time or ahead of schedule, they are very happy, and I also feel happy, which is a motivation for every official to strive to serve better and better."

In the first 5 months of operating the two-tier local government apparatus, from July 1 to November 30, 2025, the Long Thanh Commune Public Administration Service Center guided, received, and resolved administrative procedures under the one-stop-shop and interconnected one-stop-shop mechanisms in the commune for over 10,000 applications. Of these, nearly 9,700 applications were resolved, achieving over 96.5%, with over 99% of these resolved on time or ahead of schedule. The number of online applications reached 98.9% (exceeding the target of 60%); the online payment rate for fees and charges reached 88.5% of the total processed applications.

Ly Minh Long, Deputy Director of the Long Thanh Commune Public Administration Service Center, said: "Every day we welcome and serve 200-300 people, with high work pressure and strict criteria. Therefore, everyone tries their best to work with the spirit of completing the task rather than simply finishing working hours. In the initial period, it was normal for us to work until 1-2 a.m., we served people during the day and processed applications at night to return results on time. For some people who were not satisfied, we have a serious, receptive, and responsible public reception department, and I personally discuss and resolve difficulties and problems to bring the highest satisfaction to the people."

According to Long, currently, the commune level has over 380 administrative procedures implemented on the online public service portal. The center has assigned officials and civil servants to assist people in submitting applications according to regulations. The center is also striving to build a digital government, digital society, and digital citizens, Long Thanh commune maintains the operation of 27 community digital technology groups, assigned to specific hamlets and residential areas, to guide people in digital skills. To have more practical grounds to evaluate the effectiveness and initial experience of operating the new apparatus, local leaders recently organized a dialogue session with the people, businesses on the topic of "Government listens" administrative reform in the commune in 2025.

Moving towards a bright future for the homeland

The achievements in 2025 help the locality maintain its acceleration, break through, and gradually transform Long Thanh into a new growth pole of the province, gradually realizing the aspiration to become a central urban area by 2030, maintaining its position as an important gateway of the province. Amid the excited and joyful atmosphere, talking about the event on December 19, when Long Thanh International Airport welcomed its first official flight, Pham Ngoc Truong, a resident of Hamlet 10, said: "I have lived in Long Thanh since 1977. Under the leadership of the Party, this land is developing day by day. The current advantage of Long Thanh is having an international airport, which is a stepping stone, a foundation for development, all facilities and land here are associated with the airport. I hope that in the future, it will create favorable conditions to help people get rich right on their homeland."

Long Thanh strives to achieve a series of targets: The average annual growth rate of the total product value in the commune is 14.2%; budget revenue reaches over 1,000 billion VND in 2026; the annual public investment disbursement rate reaches over 95%; per capita income by 2030 increases by 46.9% compared to 2025; the percentage of schools meeting national standards reaches 95%; the percentage of the population participating in health insurance reaches over 95%; the percentage of households using clean water from 90-95%...
