On December 11, the Department of Private Enterprise and Collective Economy Development, under the Ministry of Finance, in coordination with the German Cooperative and Raiffeisen Confederation (DGRV) and the Dong Nai Cooperative Alliance, held a workshop to disseminate legal regulations and gather feedback to refine policies on collective economic development.

At the workshop, delegates were updated on and discussed key new provisions and the core principles of the 2023 Law on Cooperatives, which provides a more favorable legal framework for the development of the collective economy. Participants also reviewed the implementation of the 2021–2025 Plan for the Development of the Collective Economy and Cooperatives, assessed the effectiveness of policy support programs, and examined efforts to scale up successful cooperative models in recent years. In addition, they contributed opinions on programs and plans for the development of the collective economy and cooperatives for the 2026–2030 period.

The workshop also introduced several successful cooperative models and policies to promote cooperative development from Germany, a country where approximately 30 percent of the population are members of cooperatives.

The workshop offered an opportunity to disseminate legal information and provided a forum for experts, policymakers, and cooperative representatives to exchange experiences and contribute policy recommendations. Contributions made at the workshop will form an important basis for competent agencies to further refine draft plans and support programs for the development of the collective economic sector, as well as identify ways to expand effective cooperative models.
