Integrated transport infrastructure drives development

Aiming to complete an integrated infrastructure system for intra-provincial and inter-regional connectivity, Dong Nai province has drawn up a list of priority transport infrastructure projects to be concentrated on over the next five years.

14 priority projects to spur investment

According to the Resolution of the 1st Congress of the Dong Nai Provincial Party Committee for the 2025–2030 term, mobilising, allocating and efficiently utilising all resources, with a focus on developing a diverse, integrated and modern transport infrastructure system linking the province internally and with surrounding regions, is identified as one of the breakthrough areas over the next five years.

Transport infrastructure development has been defined as a key breakthrough sector, with the goal of building and completing a multimodal transport network that ensures seamless connectivity within the province, across regions and inter-regions. At the same time, the province plans and invests in transport corridors linking the northern and southern areas of Dong Nai.

Based on the Resolution of the 1st Provincial Party Congress for the 2025–2030 term, in late November 2025, the Provincial People’s Committee issued Plan No. 188/KH-UBND to implement the Resolution. One of the core tasks identified is the development of strategic infrastructure to lay a foundation for growth. To this end, the Provincial People’s Committee outlined specific tasks as a basis for departments, sectors and localities to organise implementation.

Under Plan No. 188, in addition to 14 provincial road projects, Dong Nai will also focus on completing seven expressway and ring road projects in the coming period, including the Bien Hoa–Vung Tau Expressway; Gia Nghia–Chon Thanh Expressway; Ho Chi Minh City–Thu Dau Mot–Chon Thanh Expressway (section running through the province); Ho Chi Minh City–Chon Thanh–Hoa Lu Expressway (Chon Thanh–Hoa Lu section); expansion of the Ho Chi Minh City–Long Thanh–Dau Giay Expressway; and Ho Chi Minh City’s Ring Roads 3 and 4.

Specifically, the province aims to complete a strategic, synchronised infrastructure system and enhance multimodal connectivity. This includes coordinating the implementation of railway lines such as Ho Chi Minh City–Long Thanh International Airport; Hoa Lu–Di An–Bien Hoa; and the North–South high-speed railway. At the same time, new road routes will be invested in to connect the Hoa Lu Border Gate Economic Zone, northern urban areas and industrial parks with southern urban areas, free trade zones, Long Thanh Airport and Phuoc An Port.

To complete intra-provincial connectivity and link emerging key development zones, the Provincial People’s Committee has identified 14 projects for focused direction in the coming period. These include Provincial Roads 770B, 773, 769 and 769E; the inter-port road; Ma Da Bridge; the route connecting Ma Da Bridge with Ho Chi Minh City Ring Road 4; Huong Lo 2 (from National Highway 51 to the Ho Chi Minh City–Long Thanh–Dau Giay Expressway); the elevated road from National Highway 51 to Vung Tau Junction; upgrading Provincial Road 25B; construction of Provincial Road 25C (from National Highway 51 to Huong Lo 19 and from Huong Lo 19 to the inter-port road); upgrading and expanding National Highway 14 (Dong Xoai–Chon Thanh section); and construction of the Dong Phu–Binh Duong road.

Many projects scheduled to break ground

Among the projects to be prioritised over the next five years are those strengthening transport connectivity in the Long Thanh and Nhon Trach urban areas and surrounding localities. This area is experiencing strong development of urban–industrial–logistics zones associated with Long Thanh Airport. The remaining projects will support cross-border economic corridors and high-tech agricultural development in the northern part of the province.

According to the plan, Phase 1 of Long Thanh Airport is scheduled to officially commence commercial operations in the first half of 2026. Speaking at a meeting with leaders of China Pacific Construction Group on December 16, Deputy Secretary of the Provincial Party Committee and Chairman of Dong Nai People’s Committee Nguyen Van Ut said Dong Nai is accelerating investment in infrastructure projects connecting to Long Thanh Airport so that, once the airport becomes operational, the province will have multiple development orientations in the period ahead.

To realise this goal, among the projects slated for concentrated implementation over the next five years, those connecting to Long Thanh Airport are being fast-tracked. Several projects have already been scheduled for groundbreaking.

At a Provincial People’s Committee meeting in early November 2025 on the progress of key transport projects, Dinh Tien Hai, Director of the Provincial Project Management Board for Construction Investment, said the project to upgrade and expand Provincial Road 769 could break ground in February 2026. Construction of Provincial Road 770B and the upgrading and expansion of Provincial Road 773 are expected to begin in April 2026. As for Provincial Road 769E, due to the need to address issues related to intersections with the North–South high-speed railway and the Thu Thiem–Long Thanh railway, progress has been slower, with construction expected to start in late 2026.
