Expediting approval of compensation and support plans to accelerate disbursement of public investment projects

On December 24, Ho Van Ha, Member of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee, signed Official Dispatch No. 12654/UBND-KTNS addressed to the People’s Committees of wards and communes, and the Provincial Land Fund Development Center, calling for the urgent approval of compensation and support plans to facilitate the disbursement of public investment projects across the province.

Accordingly, to ensure the disbursement of public investment capital in line with the 2025 plan, the Chairman of the Provincial People’s Committee has instructed the People’s Committees of wards and communes to direct relevant departments and divisions to mobilize maximum manpower and work continuously, including Saturdays and Sundays, to ensure the completion of the approval of compensation and support plans for projects across the province before December 31, 2025. In cases where the approval of compensation and support plans is delayed, the People’s Committees of wards and communes shall be held accountable to the Chairman of the Provincial People’s Committee in accordance with regulations.

The Chairman of the Provincial People’s Committee also assigned the Provincial Land Fund Development Center to continue supporting and urging localities in the approval of compensation plans to implement the disbursement of public investment capital, ensuring compliance with the approved schedule.

On December 18, 2025, Vice Chairman of the Provincial People’s Committee Ho Van Ha held a working session with departments, sectors, and related units on the results of public investment disbursement in compensation and support activities, and issued Notice No. 460/TB-UBND dated December 22, 2025. The notice assigns the People’s Committees of wards and communes to urgently approve compensation and support plans by December 31, 2025, in order to disburse public investment capital in accordance with the plan.

On December 22, 2025, the Chairman of the Provincial People’s Committee issued a directive document instructing the Provincial Land Fund Development Center to support the People’s Committees of wards and communes in approving compensation and support plans to ensure public investment disbursement as scheduled.

According to a report by the Department of Finance, as of December 23, Dong Nai Province had disbursed more than VND 19.3 trillion in public investment capital, reaching over 85% of the plan assigned by the Prime Minister (excluding the capital plan of the North-South Expressway (western section) Gia Nghia – Chon Thanh project, for which the National Assembly has allowed the disbursement period to be extended until the end of 2026, and newly supplemented capital plans). To complete 100% of the public investment capital plan assigned by the Prime Minister, in the remaining period of 2025, the province must disburse an additional approximately 3.4 trillion VND.
