In 2025, Dong Nai’s economy recorded a strong breakthrough, meeting and surpassing many key targets. The province thus continued to affirm its role as one of the growth engines of the Southeast region and the country as a whole.

In this overall picture, gross regional domestic product (GRDP) and state budget revenue stood out as two major highlights. These are core resources for development investment, ensuring social welfare, enhancing competitiveness, and strengthening the confidence of businesses, investors and the public in the province’s sustainable growth prospects.
GRDP rises sharply, budget revenue hits a record high
The Provincial People’s Committee’s 2025 socio-economic report painted many bright prospects. Most notably, Dong Nai’s GRDP reached nearly 678 trillion VND, up 9.63% year-on-year – the highest level ever recorded, leading the Southeast region and ranking seventh nationwide. Particularly in the fourth quarter, its growth was estimated at over 10.7%, the highest in the region and fourth nationwide. These results confirm Dong Nai as one of the country’s important growth poles.
The achievements clearly reflect the strong and decisive leadership of the Provincial Party Committee (PPC), People’s Council and People’s Committee, as well as the concerted efforts of departments, sectors and localities, together with the proactive, creative spirit and resilience of the business community. They also demonstrate the effectiveness of flexible governance solutions, timely removal of obstacles to production and business, and administrative reform and digital transformation in unlocking development resources.
For 2026, Dong Nai has set 36 targets covering socio-economic development and national defence-security. Economically, the province aims for GRDP growth of over 10%, state budget revenue of 100.4 trillion VND, local budget expenditure of nearly 58.8 trillion VND, and public investment disbursement of more than 27.1 trillion VND.
In terms of industry-construction field, the backbone of the provincial economy, it continued to serve as the main growth driver, expanding by over 11.5% for the year and nearly 13.6% in the fourth quarter alone. In particular, processing and manufacturing continuously saw strong recovery, with impressive growth in textiles, garments, leather and footwear, metal production and mechanical engineering, ranging from over 7% to more than 20%. This indicates that many local enterprises have rebounded rapidly thanks to improved export orders, benefits from flexible policy management, and timely support from the Government and the Dong Nai administration. Domestic investment attraction reached 163 trillion VND, while foreign direct investment (FDI) attraction exceeded 3 billion USD, underscoring strong confidence of investors in the province’s investment environment.
A notable highlight in industry-construction field was the sharp growth of electricity production and distribution, up more than 19%. The full commercial operation of Nhon Trach 3 and Nhon Trach 4 Power Plants by the end of December 2025 not only added significant capacity to the national power system but also reinforced Dong Nai’s role as an energy hub in the southern region.
At the same time, the construction sector expanded robustly, growing by over 21.7%, driven by the simultaneous rollout of numerous national and regional key infrastructure projects. In particular, Long Thanh International Airport is basically set to be completed by the end of the year and, once put into commercial operation, will become the largest airport in Southeast Asia, capable of directly competing with leading regional aviation hubs, thereby creating a major growth advantage for the province.
Another prominent highlight was budget revenue performance. For the first time in history, state budget revenue in the province is estimated to reach the 100 trillion VND mark, fulfilling 142% of the target assigned by the Prime Minister and reaching 134% of the target set by the Provincial People’s Council.
Building a solid foundation for the 2026–2030 period
At the second conference of the Provincial Party Executive Committee for the 2025–2030 term, held on December 16, Secretary of the PPC and Head of the Provincial National Assembly Delegation Vu Hong Van stated that the outstanding results achieved in 2025 were the fruit of unity, shared determination and a high sense of responsibility across the entire Provincial Party organisation. They also reflected strong confidence from the business community and broad consensus and support from local people. These achievements affirmed the mettle, intellect and leadership capacity of the provincial Party Executive Committee in a new development phase, while laying a solid foundation for accomplishing the goals set for 2026 and the period through 2030.

Sharing this assessment, Alternate Member of the Party Central Committee, Standing Deputy Secretary of the PPC and Chairwoman of Dong Nai People’s Council Ton Ngoc Hanh said at the eighth session (end of 2025) of the 10th People’s Council that despite a heavy workload, the province met or exceeded 28 out of the 30 targets set by the Council’s resolution in 2025. These results will significantly contribute to fulfilling the socio-economic development plan for the 2021–2025 period, while opening up more room and new momentum for the 2026 plan and the 2026–2030 period.
At the conference assigning socio-economic development targets and state budget estimates for 2026, Deputy Secretary of the PPC and Chairman of Dong Nai People’s Committee Nguyen Van Ut noted that following administrative restructuring and organisational consolidation, Dong Nai has entered a new development phase with expanded socio-economic space, a larger population and a bigger economic scale, placing higher demands on governance and management.
To prepare well for 2026 and subsequent years, Chairman of Dong Nai People’s Committee requested departments, sectors and localities to focus on maximising the fulfilment of 2025 socio-economic targets, and to roll out the 2026 development plan decisively and in a synchronised manner from the very beginning of the year. Tasks should be concretised under the “six clear” principle, with outcomes used as the benchmark for evaluating responsibility, especially of heads of agencies.
The province will prioritise promoting economic growth, developing new growth drivers, restructuring the economy towards high technology and green industry, addressing existing bottlenecks, accelerating public investment disbursement, continuing selective investment attraction, and strongly improving the investment and business environment, administrative reform and digital transformation.
The achievements recorded will enable Dong Nai to enter the 2026–2030 period with greater proactiveness and confidence, continuously upholding its role as a growth locomotive, and realizing the goal of rapid and sustainable development.
