Transport infrastructure creates new development momentum
Component Project 3, Ho Chi Minh City’s Ring Road 3 Project, the section passing through the province, was officially commenced in June 2023. After more than 2 years of construction, the project is approaching its “finish line".
On the morning of December 19, Component Project 3, Ho Chi Minh City’s Ring Road 3 Project is planned to officially be technically opened to traffic. This is an important milestone in the goal of completing the project in the first half of 2026.
Component Project 3 is the first section of the Ho Chi Minh City’s Ring Road 3. When completed, this project will directly connect with the section of Component Project 1A, Tan Van - Nhon Trach section (phase 1) which was put into operation in August 2025. Thereby, it will form one of the strategic transport axes connecting Dong Nai province, Long Thanh International Airport with Ho Chi Minh City and localities in the Southeast region.
Along with the Ho Chi Minh City’s Ring Road 3, construction on a series of other transport infrastructure projects implemented by the Central Government as well as Dong Nai province in recent times have also been accelerated to the finish line, such as Bien Hoa - Vung Tau Expressway; Ben Luc - Long Thanh Expressway; Provincial Road 25B; Bien Hoa City Central Axis Road; Dong Nai Riverside Road.
In addition to the projects already under construction, in 2025, a series of other transport infrastructure projects in the province will also continue to be launched, such as: Dau Giay - Tan Phu Expressway; Gia Nghia - Chon Thanh Expressway; Expansion of Ho Chi Minh City - Long Thanh - Dau Giay Expressway; Ma Da Bridge.
Speaking at the working session on the plan to commence, inaugurate, and technically open to traffic for projects in the province in celebration of the 14th Party Congress in mid-November 2025, Provincial Party Committee member, Vice Chairman of the Provincial People's Committee Ho Van Ha assessed: With a series of infrastructure projects, especially transport infrastructure projects being implemented, Dong Nai is a mega construction site. This also clearly shows that the "health condition" of Dong Nai's economy is very good.
Investing in a diverse, synchronous, and modern transport infrastructure system
At the 8th Session (in late 2025), the 10th Provincial People's Council, provincial People's Council deputies voted to approve resolutions on the investment policy of Cat Lai Bridge and Dong Nai 2 Bridge projects in the form of public-private partnership (PPP), with investors selected in special cases, and a resolution assigning the Dong Nai Provincial People's Committee as the competent authority to implement the project of extending the Ben Thanh - Suoi Tien metro line to the new administrative center of Dong Nai province, Long Thanh Airport in the form of PPP.
It can be said that with Long Thanh Airport Phase 1 expected to be put into operation in early 2026, accelerating the progress of the above-mentioned projects is extremely urgent to connect this airport with Ho Chi Minh City to increase investment efficiency and connect the development momentum of the project.
In addition to the above-mentioned projects, with the goal of connecting traffic to Long Thanh Airport, in the first half of 2026, Dong Nai province is also expected to commence projects to upgrade and expand Provincial Roads 769, 773 and build Provincial Road 770B.
On December 19, 3 transport infrastructure projects in the province are planned to be inaugurated and technically opened to traffic, including: inaugurating some works and launching the first flight of Long Thanh Airport Project Phase 1; technically opening to traffic Component Project 3, Ho Chi Minh City’s Ring Road 3 Project, Road 25C Project, section 2 from Road 9 to Provincial Road 19, Nhon Trach commune, Dong Nai province.
One of the breakthrough areas in the next 5 years identified in the Resolution of the 1st Dong Nai Provincial Party Congress, 2025-2030 term, is to mobilize, allocate, and effectively use all resources, focusing on developing a diverse, synchronous, and modern transportation infrastructure system, connecting within the province, the region, and inter-regions. Among these, one of the key tasks is to complete strategic and synchronous infrastructure, enhance multi-modal connectivity, definitively resolve traffic bottlenecks, and expand new development spaces, while coordinating the implementation of the Bien Hoa - Vung Tau railway line, the Ho Chi Minh City - Long Thanh Airport railway line, and the high-speed North - South railway line section through the province. Invest in new road routes to connect Hoa Lu International Border Gate Economic Zone, northern urban areas, and industrial parks with southern urban areas, free trade zones, Long Thanh Airport, Phuoc An Port, etc. as well as upgrading and expanding the port system and inland waterways; form high-quality logistics, trade, and service centers.
Speaking at the conference on assigning socio-economic targets and plans and the state budget estimate for 2026 on December 17, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Nguyen Van Ut requested departments, agencies, and localities to focus on prioritizing solutions to promote economic growth; and accelerate the construction and development of synchronous and modern infrastructure.
