Continued inspections of land, construction, and environmental compliance at Bien Hoa 1 Industrial Park

On December 15, Dong Nai Provincial Party Committee member and Vice Chairman of the Dong Nai Provincial People’s Committee Ho Van Ha worked with relevant departments and agencies, the People’s Committee of Tran Bien Ward, and the Provincial Land Fund Development Center on the progress of compensation and land acquisition for the implementation of the project to convert Bien Hoa 1 Industrial Park into an urban–commercial–services area and to improve the environment around it.

Reporting at the meeting, Chu Tien Dung, Deputy Director of the Provincial Land Fund Development Center, said that Bien Hoa 1 Industrial Park has been divided into 3 areas for land acquisition.

Area 1 covers 50.5 hectares, of which approximately 87% has been cleared to date. For the remaining area, some enterprises are in the process of relocation, but progress is slow, with a number of facilities still maintaining production. The Center will continue to intensify outreach efforts and require the units to urgently dismantle structures and relocate machinery to hand over the land.

Area 2 covers 103.5 hectares, with the current cleared-land rate at about 46%. The remaining portion is being dismantled by enterprises, including cases that have committed to completion in December 2025 and some that have committed to January 2026; five companies have yet to make any relocation commitments.

For Area 3, which covers 175 hectares, about 36% has been cleared. Many enterprises have made handover commitments; however, there are still 14 cases that have not committed to relocation and site handover.

In the coming period, the Provincial Land Fund Development Center will coordinate with the People’s Committee of Tran Bien Ward to complete the approval of compensation plans and issue land acquisition decisions for the remaining enterprises; organize the public posting and announcement of compensation plans in accordance with regulations. At the same time, it will continue working with and mobilizing enterprises in Area 3 to urgently relocate and compile cases that meet the conditions for enforcement in accordance with the law.

The Center also proposed that the Provincial People’s Committee consider several matters related to regulations on compensation and support for land, crops, relocation of power systems, and technical infrastructure.

Concluding the meeting, Vice Chairman of the Provincial People’s Committee Ho Van Ha reiterated that the policy to relocate Bien Hoa 1 Industrial Park was determined in 2009. After more than one year of decisive implementation, overall progress has achieved positive results, with many large enterprises having handed over sites or are currently dismantling and relocating. However, there are signs of stagnation among some enterprises despite their prior commitments, and the Provincial People’s Committee has organized dialogues to address obstacles.

The Vice Chairman of the Provincial People’s Committee requested the Provincial Land Fund Development Center to conduct an overall review and report on completion feasibility according to two timelines: before December 31, 2025, and before January 31, 2026. The Department of Construction was tasked with reviewing and definitively resolving cases in the area designated for the construction of the province’s new Political–Administrative Center. The Provincial People’s Committee’s inter-sectoral inspection team will continue to inspect compliance with laws on land, construction, and the environment at facilities that have not committed to relocation.

Vice Chairman of the Provincial People’s Committee Ho Van Ha emphasized: “The greatest significance of relocating Bien Hoa 1 Industrial Park is not the construction of an administrative center or an urban–commercial area, but the prevention of pollution risks to the Dong Nai River water source and the creation of a better living environment for the people”.
