The only waste treatment plant in Northern Dong Nai seeks to increase capacity by 300%

On November 2, Nguyen Duy Hoa, General Director of Binh Phuoc Environmental Technology Investment and Development JSC, said that the company has submitted a document to the Dong Nai Provincial People’s Committee proposing an increase in the capacity of the Dong Xoai waste treatment plant.

According to Hoa, the Northern area of Dong Nai currently has only one domestic waste treatment plant, located in Dong Xoai ward, with a designed capacity of 100 tons per day. However, the plant now receives 150–160 tons of household waste daily from two wards of Binh Phuoc and Dong Xoai, and Dong Phu commune. It is forecast that by 2027, the amount of waste generated in these three localities will increase to about 250 tons per day, exceeding the capacity approved in the investment license.

Due to the limited capacity and the growing amount of waste, waste congestion has occurred both inside the plant and in the surrounding wards and commune, posing risks of environmental pollution. Notably, the existing waste treatment plant, the only one in the Northern area, is no longer compatible with the local  planning because it is located within a residential area, making it difficult to carry out relevant procedures to adjust its licensed capacity in accordance with regulations.

Given this situation, the company has proposed developing a new centralized waste treatment plant project in Tan Loi, which would expand the service area to cover seven communes and two wards. However, the proposed project is still facing obstacles related to land procedures.

Therefore, to ensure waste collection and treatment in the Northern localities of the province, and to contribute to the overall management of municipal solid waste in Dong Nai, the company has requested the Provincial People’s Committee to approve the policy allowing Dong Xoai waste treatment plant to receive and process 300 tons per day, effective until 2030 or until the new waste treatment facility in the area becomes operational.

If the proposal is approved by the Provincial People’s Committee, the company will be responsible for continuing to invest in equipment to ensure all received waste is properly treated and environmental safety is maintained. When the provincial government issues a policy to relocate this waste treatment plant, the company commits to dismantle the equipment at its own expense and will not request compensation for the investment related to the increased capacity.
