On November 19, Ho Van Ha, Member of the Provincial Party Committee and Vice Chairman of the Dong Nai Provincial People’s Committee, chaired a working session with relevant departments, sectors, the Provincial Land Development Center, and local branches to review the progress of compensation and land acquisition for the project converting Bien Hoa 1 Industrial Park into an urban-commercial-service area and improving the environment. The meeting also addressed ongoing obstacles in public investment projects, particularly issues related to land clearance and the construction of resettlement areas across the province.

According to the Provincial Land Development Center, regarding compensation and land acquisition for the project to convert Bien Hoa 1 Industrial Park into an urban-commercial-service area and improve the environment, Area 1 covers a total of 50.5 hectares, of which nearly 34 hectares require compensation and land recovery planning. To date, more than 40 hectares, equivalent to 80% of the area, have been recovered. However, over 20 hectares have not yet been fully handed over by businesses due to incomplete relocation.
Area 2 spans more than 103 hectares, with nearly 75 hectares subject to compensation and land acquisition plans. So far, over 47 hectares of “cleared land” have been obtained, accounting for almost 46% of the area. Area 3 covers a total of 175 hectares, with 128 hectares requiring compensation and land acquisition. At present, more than 60 hectares of “cleared land” have been secured, representing approximately 35% of the area.

Regarding approximately 150 public investment projects in the province currently facing obstacles in site clearance, the Provincial Land Development Center reported that the Department of Finance has classified the causes of these issues. Specifically, 49 projects have yet to receive residents’ consent for implementation; 2 projects are encountering difficulties related to Dong Nai Rubber Corporation (One-Member Limited Liability Company); and for the remaining projects, commune-level People’s Committees are in the process of determining land prices, approving compensation plans, and resolving other issues related to land origin.
Regarding the development of resettlement areas, the Provincial Land Development Center has been designated as the investor for three sites. To date, construction has commenced on one site, another is preparing for groundbreaking, and the third is scheduled to begin in 2026.

At the session, Vice Chairman of the Provincial People’s Committee, Ho Van Ha, requested the Provincial Land Development Center and relevant agencies to prioritize completing relocation and site clearance at Bien Hoa 1 Industrial Park by the end of 2025. Progress is currently about four months behind schedule, so the Provincial Land Development Center must finalize a plan to complete the work within the remaining 40 days of the year.
Vice Chairman of the Provincial People’s Committee Ho Van Ha also assigned the Provincial Land Development Center to advise the Provincial People’s Committee on task allocation and specific completion timelines for resolving site clearance issues related to the 150 projects still facing obstacles. In addition, the Center is to provide recommendations on a detailed plan for implementing the construction of resettlement areas to support upcoming projects across the province.
