On November 17, a working delegation of the Dong Nai Provincial Party Committee, led by Ton Ngoc Hanh, Alternate Member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee, and Chairwoman of the Dong Nai Provincial People’s Council, conducted an inspection of construction sites and visited and presented gifts to construction forces of Component Project 1 of the Bien Hoa – Vung Tau Expressway and Component Project 3 of Ring Road No. 3 in Ho Chi Minh City.
Accompanying the delegation were Duong Minh Dung, Member of the Provincial Standing Party Committee, Party Secretary, and Chairman of the People's Council of Long Thanh Commune; and Ho Van Ha, Member of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee.

At the project sites, Ton Ngoc Hanh visited and encouraged the workers, presenting gifts from the Provincial Party Committee, People's Council, and People's Committee to the contractors. According to Hanh, the two projects have been assigned targets for technical opening before December 19, 2025, by the Government, the Prime Minister, and Dong Nai Province. As a result, the province is placing strong emphasis on construction progress.

With limited time remaining to meet the technical opening target, project owners and contractors must “race against time” and accelerate construction. For Component Project 1 of the Bien Hoa – Vung Tau Expressway, outstanding obstacles have been resolved, enabling contractors to mobilise maximum workforce and machinery to speed up progress. For Component Project 3 of Ring Road No. 3 in Ho Chi Minh City, units are required to complete the relocation of the remaining power poles within the project area as quickly as possible.

According to the Provincial Construction Investment Project Management Board, the investor of both projects has mobilized nearly 500 workers, 251 vehicles, and various pieces of equipment for Component Project 1 of the Bien Hoa – Vung Tau Expressway, with work underway at 30 construction fronts across two bidding packages. To date, the construction value has reached nearly VND 1.5 trillion, equivalent to 58% of the contract value as signed. Of this, package no. 18 has reached 52%, while package no. 21 has reached 64%.

For Component Project 3 of Ring Road No. 3 in Ho Chi Minh City, the construction value of the three main civil works packages has reached nearly VND 970 billion, equivalent to over 52% of the signed contract value. In terms of site clearance, the Nhon Trach Branch of the Land Fund Development Center has handed over land at 6 out of 8 designated locations required for the relocation of power poles within the project area.
