Reviewing solutions to promote Mass Digital Literacy programme and accelerate digital economy and society transformation

On the afternoon of November 5, Le Truong Son, Member of the Provincial Party Standing Committee and Vice Chairman of the Dong Nai Provincial People’s Committee, chaired a working session with the Department of Science and Technology and relevant units to review the implementation of the Mass Digital Literacy programme and discuss measures to advance digital transformation and foster the development of the digital economy and digital society in the province.

According to the Dong Nai Department of Science and Technology, as of October 2025, the province has achieved 3 out of 5 targets under the Mass Digital Literacy programme. Specifically, 100% of officials, civil servants, public employees, and workers in state agencies across the province have acquired knowledge of digital transformation, digital skills, and the ability to use digital platforms and services in their work. Additionally, 100% of secondary school students and university students have been equipped with digital knowledge and skills to support their learning, research, and creativity, as well as with the ability to interact safely in the digital environment.

The province has developed and updated local learning programs and materials on the Digital Literacy Platform developed by the Ministry of Public Security. It has successfully organized two online training courses, titled “Protecting Personal Information in the Digital Environment” and “Popularizing Knowledge and Skills in AI Applications,” on the Ministry’s official website, https://binhdanhocvuso.gov.vn, attracting nearly 61,200 participants, including officials, public employees, and citizens.

In addition, the Department of Science and Technology has conducted AI knowledge and skills assessments and issued electronic certificates to more than 20,500 officials and public employees from provincial departments, agencies, and commune-level People’s Committees via the online platform https://binhdanhocvuso.dongnai.gov.vn

Speaking at the meeting, Le Truong Son, Member of the Provincial Party Standing Committee and Vice Chairman of the Dong Nai Provincial People’s Committee, requested the Department of Science and Technology to closely monitor the implementation progress of the Long Thanh Concentrated IT Park (also known as Long Thanh Digital Technology Park) and the Dong Nai Innovation Center Project.

Regarding the Mass Digital Literacy programme, the Vice Chairman urged the department to coordinate with mass organizations, universities, and local community digital technology teams to deploy synchronized solutions aimed at improving key indicators, specifically increasing the proportion of adults with basic digital literacy, digital skills, and the ability to use smart devices for accessing information, essential digital services, and self-protection in cyberspace. The province also aims to officially certify 1 million adults for completing digital literacy and digital skills training via the VNeID platform.

Concerning the draft Plan for Digital Economy and Digital Society Development for 2026-2030, provincial leaders requested the Department of Science and Technology to collaborate with relevant agencies and localities to identify core issues and priorities, set specific objectives, and develop breakthrough strategies for promoting digital transformation. The department should also connect with experts and advisory teams to gather recommendations and solutions that effectively foster the development of the digital economy and digital society across all sectors in the province.
