Party General Secretary approves Dong Nai's proposals

On November 13, the Central working delegation led by Party General Secretary To Lam had a working session with Dong Nai province. At the meeting, the Central Government agreed to Dong Nai proposals to help the locality achieve its double-digit economic growth target for the entire 2025-2030 term and meet the basic criteria to become a centrally-run city by 2030.

Preparing necessary conditions to maximize the advantages of Long Thanh Airport

According to Secretary of Dong Nai Provincial Party Committee and Head of the Provincial Delegation of National Assembly Deputies Vu Hong Van: Dong Nai province always identifies Long Thanh International Airport and the Dong Nai River as important potentials, advantages, and driving forces for economic development in the coming time. Therefore, Dong Nai province has prepared the necessary conditions to maximize the advantages when Long Thanh Airport comes into operation.

Regarding the issue of traffic connections to Long Thanh Airport, up to now, routes 1 and 2, the Dau Giay - Phan Thiet expressway connecting to the Ho Chi Minh City - Long Thanh - Dau Giay expressway, and the inter-port road have been completed.

With its highest political determination, Dong Nai province has completed compensation and support for more than 7,200 households and 18 organizations whose land was acquired in the Long Thanh Airport Project area. At the same time, resettlement has been arranged for 5,793 households, and 100% of the site has been handed over to the investor with a total area of about 5 thousand hectares to implement the Long Thanh Airport Project.

At the same time, the Bien Hoa - Vung Tau expressway; Ben Luc - Long Thanh expressway; Long Thanh - Ho Tram expressway; Ho Chi Minh City’s Ring Roads 3 and 4; inter-provincial routes such as: 25B, 25C, 769E and other related routes are under construction. The North - South high-speed railway; Bien Hoa - Vung Tau railway; extension of the urban railway from Suoi Tien to the Political - Administrative Center of Dong Nai province and Long Thanh Airport; Thu Thiem - Long Thanh railway are also being urgently completed for implementation.

In addition, Dong Nai province and Ho Chi Minh City agreed to coordinate in implementing traffic connection projects between the two localities such as: Cat Lai Bridge, Long Hung Bridge, Phu My 2 Bridge and are researching the fastest traffic connection options from Tan Son Nhat Airport to Long Thanh Airport.

Besides, Dong Nai province is also implementing the urban planning of Long Thanh Airport with a total area of 43,000 hectares in accordance with a modern, green, smart, globally connected Airport City model, making Long Thanh a leading international aviation - logistics center in Southeast Asia. In which, Dong Nai province has also identified the main driving forces for exploitation.

Developing a specific resolution for the development of Dong Nai province

At the working session, Secretary of Dong Nai Provincial Party Committee Vu Hong Van, also proposed to the Central Government issues supporting Dong Nai’s efforts to achieve its double-digit economic growth target for the entire 2025-2030 term and meet the basic criteria to become a centrally-run city by 2030.

According to Comrade Vu Hong Van, to date, the National Assembly has issued a resolution allowing 10 provinces and cities nationwide to pilot specific mechanisms and policies designed to promote development. Dong Nai province has a large population, a substantial economy, and a strategically important position in the Southeast region, bordering Ho Chi Minh City. However, the province still lacks specific mechanisms or policies regarding investment, land, and transportation infrastructure.

Therefore, Dong Nai province proposed that the Party General Secretary and the Politburo approve the policy for the Government to summarize and evaluate the implementation results of specific mechanisms and policies as a basis for developing a National Assembly Resolution on piloting some specific mechanisms and policies for the development of Dong Nai province in some areas similar to Resolution 98 applied to Ho Chi Minh City, so that the two localities can have the same mechanisms and policies to attract investment and build transportation infrastructure for regional connectivity.

At the same time, the province proposed that the Government pay attention to synchronously approving the mechanism and policy for Dong Nai province's free trade zone associated with Long Thanh Airport and the Cai Mep Ha free trade zone associated with the seaport to connect the two free trade zones and support each other in competing with international free trade zones.

The province also suggested approving the inclusion of the project to extend the Ben Thanh - Suoi Tien metro line to Dong Nai province and Long Thanh Airport in the list of urban railway projects piloting some specific mechanisms and policies according to Resolution No. 188/2025/QH15 (dated February 19, 2025) of the National Assembly.

Dong Nai province also proposed that the Central Government allow the review and adjustment of the population size of the Long Thanh - Nhon Trach area to reach 2.5 million people in the Dong Nai Provincial Master Plan during the ongoing planning adjustment period, as a basis for forecasting, calculating, and planning land funds to anticipate the investment wave from major, capable, and experienced investors and corporations interested in the area.

In addition, the province asked for the Government to direct ministries and agencies to consider and supplement the planning of the East-West axis expressway, section through Dong Nai province, to synchronize the expressway from Hoa Lu Border Gate, the Central Highlands region to Long Thanh Airport.

Regarding the proposals of Dong Nai province, Party General Secretary To Lam stated: The proposals of Dong Nai province are entirely appropriate. The Party General Secretary approved Dong Nai's proposals. Dong Nai should use this as a basis for achieving its double-digit economic growth target, accelerating progress and effectively exploiting the Long Thanh Airport Project, making Dong Nai province an economic center of the Southeast region, the key economic region of the South, Vietnam, and Southeast Asia in general.
