Legal obstacles fully removed for Aqua City Project in Dong Nai

On November 15, Deputy Secretary of the Provincial Party Committee and Chairman of Dong Nai People’s Committee Vo Tan Duc; Provincial Party Committee member and Vice Chairman of the People’s Committee Nguyen Kim Long; and Provincial Party Committee member and Director of the Department of Finance Truong Thi Huong Binh attended the event announcing the completion plan for the Aqua City riverside ecological urban area in Dong Nai, developed by Novaland Group. The event was held following the removal of all legal obstacles for the project.

Duong Van Bac, CEO of Novaland Group, shared that thanks to the close guidance of the Government and the maximum support from the leadership of the Provincial Party Committee, People’s Committee, and local departments, branches and sectors, the Aqua City Project has overcome its challenging phase. At the end of June 2025, authorities approved a local adjustment to the 1/500 detailed planning for the component projects, marking the completion of removing all legal obstacles for the project. This is a significant turning point, enabling the project to fully restart.

The representative of Novaland Group added that Dong Nai is one of the pioneering localities in implementing Central Resolution 68-NQ/TW on private economic development, demonstrating a clear spirit of “listening - resolving - acting - delivering results.” This initiative has been evident in the directives to remove obstacles for the project over the past three years, bringing it back on track and providing new momentum for the real estate market and local socio-economic development.

As of now, banks and financial institutions have disbursed and committed an additional 18 trillion VND to ensure the developer has sufficient cash flow to continue implementing the project. More than 1,000 townhouses and villas have been handed over to customers, and nearly 2,400 real estate units in the project have been permitted to sign sales contracts.

In addition, Aqua City has put into operation several key utility projects, bringing new vitality to the entire urban area, including the Citigym Lifestyle Center, the Aqua Marina square and yacht dock complex, Nova Mall, the Security Center, and the clubhouse system.

In the coming period, the group will focus all its efforts on completing the project as planned. Specifically, the entire Aqua City urban area is expected to be fully constructed by 2026, with land-use rights certificates handed over to more than 700 residents and customers. In 2027, approximately 9,200 additional units are planned to be delivered to buyers.

With the above roadmap, from 2025 to 2028, Aqua City is expected to contribute approximately 23 trillion VND to the state budget, helping to promote socio-economic growth in Dong Nai province.

Speaking at the ceremony, Deputy Secretary of the Provincial Party Committee and Chairman of the People’s Committee Vo Tan Duc highly praised Novaland Group’s efforts and its open-mindedness in working with the local authorities to complete the legal procedures for the Aqua City Project, bringing it back on the right track.

“We highly appreciate Novaland Group’s cooperative spirit, perseverance, and responsibility in working alongside the authorities to resolve difficulties, ensuring a balance of interests among the State, businesses, and citizens. Aqua City is one of the key projects of special significance in the province’s urban development strategy. It is expected to help shape the landscape of a modern riverside urban chain and promote infrastructure, economic, social, tourism, and service development,” emphasized the provincial People’s Committee leader.

The local authorities will continue to accompany and create favorable conditions for the developer to implement the project effectively and in compliance with regulations, aiming to improve residents’ quality of life and make it a sustainable development highlight for the locality. Provincial leadership also hope that the company will continue to grow steadily, expand investments, and implement more large-scale, high-quality projects in Dong Nai.

The Aqua City Project spans over 1,000 hectares, surrounded by 32 kilometers of natural waterways, with 70% of the area dedicated to green spaces, infrastructure, and internal amenities. The project is located along Huong Lo 2 Road, directly connecting to National Highway 51 and the Ho Chi Minh City - Long Thanh - Dau Giay Expressway, benefiting from major infrastructure initiatives such as Dong Nai 2 Bridge, the Bien Hoa - Vung Tau Expressway, the Suoi Tien - Long Thanh Metro line, and the strong development momentum from Long Thanh International Airport. It is a major real estate project developed along the Dong Nai River.
