Improving the business environment to drive economic growth

The government aims for national economic growth of 8.3% or higher in 2025, with localities striving for double-digit growth. To achieve this goal, improving the business environment, supporting enterprises in overcoming difficulties, and promoting production and business activities must be considered a top priority.

Thanks to the concerted efforts of the government and the business community, Vietnam’s economy has exhibited many optimistic signals, earning high praise from the international community. These developments provide a solid foundation for promoting economic growth in 2025 and beyond.

Positive signals

Resolution No. 68-NQ/TW of the Politburo identifies the private sector as a key pillar of the national economy. Nearly six months since its issuance, the resolution has led to highly positive changes and a significant shift in mindset and awareness across all levels of society, from central to local authorities, associations, citizens, the business community, and individual business households, regarding the development of the private sector. The spirit of entrepreneurship has been vigorously promoted and has spread widely throughout society.

According to the Ministry of Finance, in the first ten months of 2025, nearly 262,000 enterprises were newly established or resumed operations nationwide, representing an almost 30% increase compared to the same period in 2024. The total additional capital injected into the economy was estimated at over 5.1 quadrillion VND, representing a nearly 99% year-on-year increase.

The number of newly established and reactivated enterprises and business households has risen sharply. As of October 24, 2025, the country had over one million active enterprises operating in the economy. In Dong Nai Province, despite numerous difficulties and obstacles, the economy has maintained a positive growth momentum. In the third quarter of 2025, the province’s GRDP growth rate reached 10.18%, ranking third nationwide, creating a strong foundation for higher growth in the final quarter and aiming for double-digit growth for the entire year.

According to the local business community, despite ongoing difficulties and challenges, such as natural disasters, disease outbreaks, and the increasingly complex global political situation, which affect production and business activities, confidence in growth and market prospects continues to improve. A survey by the Dong Nai Statistics Office revealed that in the fourth quarter of 2025, 34.26% of enterprises in the province expected production and business performance to improve, while only 12.81% anticipated a decline compared to the previous quarter. Industrial production in Dong Nai has maintained its growth momentum, with many enterprises expanding operations, upgrading production technologies to adapt to current conditions, broadening export markets, and accelerating domestic sales to drive consumption in the final months of the year.

Efforts to support and accompany businesses

Alongside other localities across the country, Dong Nai has recently marked a series of major historical milestones. The newly restructured Dong Nai Province now ranks fourth nationwide in economic development and holds significant potential for further growth. Key infrastructure projects at both the national and provincial levels are being accelerated for completion and operation by year’s end, while numerous other projects have already broken ground. Both foreign and domestic investment inflows are increasing. The growing number of enterprises entering the market signals a clear improvement in the local business and investment environment.

Dong Nai has also identified administrative reform as a central task, closely tied to the province’s orientation toward sustainable and green development, as well as a renewed growth model. The province has implemented a broad set of coordinated measures to enhance the effectiveness and efficiency of state governance, with citizens and enterprises placed at the heart of public service delivery. Efforts have been stepped up to promote decentralization and delegation of authority, alongside clear accountability, improve digital infrastructure, and strengthen training for officials and civil servants. At the same time, the province is expanding cooperation and data sharing with ministries, agencies, and neighboring localities to further improve service quality, aiming to build a transparent, efficient, sustainable, and highly competitive investment environment both regionally and nationwide.

According to Dang Quoc Nghi, Chairman of the Dong Nai Young Entrepreneurs Association, the local business community remains confident in the development prospects of both the province and the country as a whole. In recent times, the Dong Nai Young Entrepreneurs Association and the Dong Nai Business Federation have organized numerous practical activities to connect enterprises, promote trade, and facilitate business cooperation with other localities and international partners. At the same time, the associations have supported members in enhancing management and production capacity, while fostering a spirit of connection, cooperation, and shared growth within the business community. Enterprises have expressed their hope that the province will continue to introduce additional measures to further improve the local business environment.

Comrade Vo Tan Duc, Deputy Secretary of the Provincial Party Committee and Chairman of the Dong Nai People’s Committee, affirmed that the provincial government always considers enterprises as the center and driving force of development, emphasizing that the success of businesses is the success of the province itself. With the guiding principle of “the government accompanies businesses”, Dong Nai will continue to strongly improve the investment environment, enhance its Provincial Competitiveness Index (PCI), and promote the development of transportation, logistics, energy, and human resources infrastructure. At the same time, the province will strengthen dialogue with enterprises and refine mechanisms and policies to foster sustainable local economic growth.
