In recent times, non-cash payment activities have become increasingly popular. The development of digital banking services is one of the utilities contributing to the widespread adoption and development of the non-cash scheme in Dong Nai province.

Increasing the rate of non-cash payments
Banks in Dong Nai province are currently rolling out a range of online and digital banking services. These efforts provide people with greater access to digital banking, making it easier and more convenient to experience and use such services, thereby contributing to the promotion of non-cash payments.
According to information from the Bien Hoa branch of the Joint Stock Commercial Bank for Investment and Development of Vietnam (BIDV), located in Tran Bien ward, Dong Nai province, to promote non-cash payment activities, in recent times, the branch has focused on two main groups of solutions: developing digital payment infrastructure and products, and promoting customer behavior change. Specifically, regarding the development of digital payment infrastructure and products, the branch has promoted the use of the BIDV SmartBanking application for individual customers and BIDV iBank, BIDV Direct for corporate customers. In addition, the branch has also developed and expanded the network of QR Code and POS payments... at stores, supermarkets, public administrative units, schools, and hospitals in the area.
The banking sector in Dong Nai will focus on analyzing and evaluating market share and market characteristics by region, including urban, rural, and remote areas, to implement appropriate and effective measures for the development of banking services. This approach aims to expand the network and enhance the efficiency of non-cash payment channels across the province.

Regarding promoting customer behavior change, the branch actively communicates the incentives and benefits of non-cash payments such as: promotions, cashback, free online transfers, credit card issuance with many attractive incentives and policies; providing direct guidance and consultation at the counter and via the call center to help customers switch to electronic transactions, and also help customers experience products and services in the best way. The branch also cooperates with businesses, schools, and hospitals to implement the "Cashless" model, collecting tuition fees, hospital fees, and bill payments via banks.
In Dong Nai province, particularly in large cities and densely populated areas, applications and services for non-cash payments are widely deployed at various units, including service stores, supermarkets, and commercial centers.
Vo Thanh Lan, Director of Co.opmart Dong Phu Supermarket (Dong Phu commune, Dong Nai province), said: Currently, all cashier counters at the supermarket are equipped with POS machines that support payment by domestic and international cards, applying modern contactless payment methods. This system helps shorten waiting times, minimize transaction errors, and provides a faster and more secure payment experience for customers.
In parallel, Co.opmart Dong Phu Supermarket is also partnering with leading payment intermediaries such as MoMo, VNPAY, Giftee, UrBox, Got It, among others, to expand options for consumers. Diversifying digital payment methods not only meets the flexible needs of different customer groups but also contributes to fostering a comprehensive digital retail ecosystem. In terms of technical infrastructure, the supermarket operates seven POS machines, ensuring high transaction processing capacity, system stability, and robust security.
"The results show that revenue from non-cash transactions at the supermarket currently accounts for about 30% of total revenue, surpassing the average of many traditional retail systems in the locality. This is a clear indication of the shift in consumer behavior, as customers increasingly trust, prefer, and proactively use electronic payment methods," emphasized Vo Thanh Lan.
Vu Thi Hong Thanh, owner of a coffee shop on Nguyen Thi Minh Khai Street (Long Khanh Ward, Dong Nai Province), said the shop encourages customers to use non-cash payment methods such as QR code scanning and e-wallets. Recently, the number of non-cash transactions at the shop has risen significantly, with QR code payments accounting for about 70% of total transactions.
Strengthening solutions for expansion and development
To implement effective and practical solutions, relevant units and the Dong Nai provincial banking sector must conduct a comprehensive analysis and assessment of the region and customer criteria, while also identifying advantages and challenges to expand and develop payment activities across the province.
Nguyen Duc Lenh, Deputy Director of the State Bank of Vietnam’s Region No 2 Branch, stated that the banking sector in Dong Nai will focus on developing solutions to expand and enhance account services, with a primary emphasis on opening bank accounts for customers. Currently, efforts to promote technology adoption, deliver and use online public services, and digitize administrative procedures through the electronic identification application (VNeID) are becoming increasingly streamlined, especially with the implementation of the two-tier local government model. These developments help credit institutions enhance the effectiveness of linking bank account openings with online public service payments and social welfare disbursements.
In addition, credit institutions need to strengthen information and communication efforts on non-cash payments through creative and easy-to-implement approaches. Promotional activities, support, and consultation services should be intensified to raise awareness and encourage the use of digital banking services, particularly among individuals in rural, remote, and underserved areas, thereby gradually changing the population's cash-usage habits.
At the end of October 2025, the Provincial People's Committee issued Official Letter No. 8274/UBND-KTNS to departments, agencies, mass organizations, and People's Committees of communes and wards in the province regarding the promotion of non-cash payments. Accordingly, to continue promoting the development of non-cash payments, ensuring the payment needs of people and businesses are met, saving resources, preventing tax evasion, money laundering, and other illegal activities, the Provincial People's Committee directs budget-using units in the area to prioritize state budget collection and expenditure through non-cash payment methods (including items paid in cash). If necessary, transactions can be made in cash at commercial banks where the State Treasury opens payment accounts in accordance with regulations.
