On the afternoon of November 20, Dong Nai Provincial Party Committee Deputy Secretary Vo Tan Duc chaired a meeting with Vietnam Rubber Group and Dong Nai Rubber Corporation regarding compensation, site clearance, and liquidation of rubber trees when the State reclaims land to implement 3 industrial parks (IPs), namely Bau Can - Tan Hiep, Xuan Que - Song Nhan, and Long Duc 3.
The meeting was attended by Provincial Party Committee member, Vice Chairman of Dong Nai Provincial People's Committee Nguyen Kim Long and relevant departments and agencies.

According to the report of the Provincial Land Fund Development Center, to date, many items related to the 3 IPs have achieved positive results, creating an important foundation for the early implementation of infrastructure investment projects.
Specifically, for Xuan Que - Song Nhan IP, regarding the rubber land area, the province has approved a compensation plan for the rubber trees with a total cost of over 285 billion VND; Xuan Que Commune People's Committee has approved a compensation plan for remaining investment costs in land of over 147 billion VND. Functional agencies issued land recovery decisions on November 11. The Center proposed that Xuan Que Commune People's Committee promptly confirm the origin of the land and review resettlement needs for the province to implement subsequent steps for the land used by households.

At Bau Can - Tan Hiep IP, authorities have taken inventory of 100% of the rubber trees, approved a compensation and support plan for rubber trees of over VND 204 billion, paid nearly VND 285 billion in the first payment. The Center proposed that the People's Committees of Long Phuoc and Phuoc Thai communes urgently confirm the origin of household land; provide land price plans to prepare compensation plans; and simultaneously review the resettlement needs of the people.
As for Long Duc 3 IP, the entire area managed by the rubber company has had its compensation plan 100% approved and fully paid. The center proposed that Binh An Commune People's Committee soon complete the confirmation of the origin of land for household and individual cases to complete the compensation dossier.
Speaking at the meeting, Do Minh Tuan, General Director of Dong Nai Rubber Corporation, said: The enterprise highly agrees with the policy of implementing the province's socio-economic development projects, and fully supports the compensation and support policies of the Provincial People's Committee. At the request of the provincial government, the company has prepared a clear site, 2 ha per IP, to organize the groundbreaking ceremony expected on December 19, 2025. For the remaining area, the enterprise will carry out procedures related to bidding for asset liquidation and cutting down rubber trees to hand over the site.

In addition, Tuan also proposed that the infrastructure investors of the 3 IPs provide reasonable support to the company for reinvestment in production, ensuring fairness among investors.
Delivering his conclusion remarks at the meeting, Provincial Party Committee Deputy Secretary Vo Tan Duc stated: In the past, the Provincial Party Committee and Provincial People's Committee had many meetings and announced conclusions related to compensation and rubber land recovery. The 3 aforementioned IP projects are of great significance for the local socio-economic development this year and in the coming years.
To date, the rubber company has highly agreed with the compensation and support policies accordance with the law and the regulations of the Provincial People's Committee. The company is requested to coordinate with functional agencies, local authorities, and investors to quickly complete relevant procedures and hand over the site as soon as possible, first ensuring the locations for the groundbreaking ceremony. The People's Committees of the communes are urged to promptly complete the confirmation of land origin for the remaining cases to prepare plans and proceed with compensation payment and land recovery.

Regarding the request for additional support, the IP investor and the rubber industry will negotiate to reach an agreement, ensuring a harmonious balance of interests for both parties.
