Dong Nai and Kobe city (Japan) strengthen cooperation on developing green industrial parks

On November 20, Dong Nai hosted the 2025 Green Growth Cooperation Forum between Dong Nai province and Kobe city (Japan).

The forum aims to promote green economic models, circular economy practices and emission reduction in industrial parks (IPs).

Speaking at the event, Member of the Provincial Party Committee and Vice Chairman of the Dong Nai People’s Committee Ho Van Ha stressed that Dong Nai has consistently prioritized green and sustainable development in recent years, with a particular focus on transforming existing IPs and developing new ones along ecological, green and high-tech directions.

Dong Nai highly values its cooperation potential with Kobe, a locality with extensive experience in industrial infrastructure development and green-growth strategies. On September 10, 2024, in Tokyo, the Dong Nai Provincial People’s Committee and Kobe city authorities signed a Memorandum of Understanding on green-growth cooperation. Dong Nai expects the partnership to deliver practical outcomes in building green and smart IPs, promoting renewable energy, energy efficiency and sustainable development.

The forum continues to encourage investment in low-carbon technologies, products, systems and services. It also creates opportunities for infrastructure investors and Japanese enterprises to shape plans for industrial symbiosis, cleaner production, and digital- and green-transition models.

According to Provincial leaders, Dong Nai currently has 57 IPs, 1 economic zone and 1 high-tech park. The province has attracted investors from 45 countries and territories, with more than 2,700 domestic and foreign projects. Under the industrial-park planning scheme approved by the Prime Minister for the 2021–2030 period, with a vision to 2050, Dong Nai is expected to have 81 IPs, 1 high-tech park and 1 economic zone. This provides ample room for the province to develop modern, synchronized IPs that meet increasingly stringent environmental standards and support a strong shift toward sustainable, green industrial development.

Provincial leaders requested agencies and enterprises to continue studying and reviewing opportunities for transitioning IPs according to green, ecological models; identifying feasible projects; and promoting initiatives that leverage carbon-credit mechanisms (JCM). At the same time, businesses are encouraged to share challenges related to regulations and policies, experiences in low-carbon urban and industrial development, and roadmaps for transitioning to ecological IPs so that the province and relevant ministries can provide timely support solutions.

At the forum, Provincial leaders, Dong Nai Economic and Industrial Zones Authority (DEIZA), Japanese experts and businesses discussed various measures to enhance cooperation toward building green IPs, promoting renewable energy and energy efficiency, and advancing circular and sustainable industrial development.

Vice Chairman of the Provincial People’s Committee Ho Van Ha affirmed that all presentations and recommendations made at the forum will be compiled for further research, enabling the province to propose timely solutions or make recommendations to the central government regarding regulatory improvements.

Dong Nai reaffirms its commitment to working alongside businesses and Japanese partners in implementing green and ecological IP models, contributing to emission reduction, sustainable development, and green-growth goals for both localities, as well as supporting Dong Nai’s and Vietnam’s Net-Zero targets.
