Delayed site handover for Dau Giay - Tan Phu expressway

The target of handing over 40% of the land area for construction of the Dau Giay – Tan Phu Expressway Project by the end of October 2025 has not yet been achieved. Therefore, the Provincial People's Committee has requested that the assigned units accelerate progress to ensure the overall schedule of the entire project.

Dau Giay - Tan Phu Expressway has its starting point at Dau Giay intersection in Dau Giay commune, Dong Nai province, and connects with Ho Chi Minh City – Long Thanh – Dau Giay Expressway.

Progress is still very slow

The Dau Giay – Tan Phu Expressway Project is being invested in and constructed with a length of over 60km. To serve the project construction, Dong Nai province must reclaim nearly 312 hectares of land in the communes: Dau Giay, Gia Kiem, Binh Loc, Dinh Quan, Xuan Bac, Tan Phu, Nam Cat Tien, Phu Hoa and Phu Lam.

According to the Provincial Land Fund Development Center, after being assigned by the Provincial People's Committee to carry out compensation and site clearance work, the unit assigned the tasks to the branches of the Thong Nhat, Dinh Quan and Xuan Loc Land Fund Development Centers to coordinate with the localities where the project passes through to implement. Particularly, the nearly 22km long project route through the communes of Phu Hoa, Tan Phu and Phu Lam was assigned to the Project Management Board of Area 11 to coordinate implementation.

In September 2025, the Provincial People's Committee issued a notice on the plan to implement compensation and site clearance for the Dau Giay – Tan Phu Expressway Project. Under the plan, the committee instructed relevant units to ensure that 40 percent of the project site would be handed over by the end of October 2025. By the end of 2025, 80 percent of the project must be handed over, with full handover of the site to be completed in the first quarter of 2026.

However, according to Chu Tien Dung, Deputy Director of the Provincial Land Fund Development Center, the target of handing over 40 percent of the project site by the end of October 2025 has not been met. Regarding the work of land measurement, mapping for land recovery, and issuance of land recovery notices, the three units have completed their tasks. The Dinh Quan Land Fund Development Center branch, however, has yet to complete them. Meanwhile, tasks related to inventorying, verifying land origin, and resettlement are currently being carried out by the respective units.

Chu Tien Dung added: In the process of implementing compensation and site clearance work for the land area of ​​households with protective forest land origin and La Nga Sugar Cane and Sugar Joint Stock Company (LANGASUCO), the Dinh Quan Land Fund Development Center branch must coordinate with localities to review the land origin and forest planting purpose to unify compensation and support handling in accordance with regulations. Therefore, the progress is slower than the other units.

Assessing the progress of compensation and site clearance for the Dau Giay – Tan Phu Expressway Project, Provincial Party Committee member and Vice Chairman of the Provincial People's Committee Ho Van Ha stated that this is one of the key national projects and a priority for the transport sector in the province. However, the progress of site clearance remains very slow and has yet to meet requirements.

The Dau Giay – Tan Phu Expressway Project is being invested in through a public-private partnership (PPP) with a total investment capital of nearly 8.5 trillion VND. The Truong Hai - Son Hai Transport Infrastructure Development and Construction Joint Venture (Dai Quang Minh Real Estate Investment Joint Stock Company - Son Hai Group Company Limited) is the winning investor to implement the project.

Early handover of priority areas

On August 19, 2025, the Dau Giay – Tan Phu Expressway Project officially started construction. According to the project schedule, construction is expected to be completed within 24 months, with a target date of August 2027.

According to the representative of Project Management Board 3 (Ministry of Construction), the agency assigned to sign the contract for the Dau Giay – Tan Phu Expressway Project, due to the requirements of the project's progress gantt line, the unit has sent the provincial authorities priority locations, which are locations with weak soil that need to be handed over early to serve the construction work. Up to now, the priority locations for early handover of the site as requested by Project Management Board 3 have been identified by the Provincial Land Fund Development Center and assigned to the Thong Nhat and Dinh Quan Land Fund Development Center branches to prioritize implementation of these locations to soon hand over the site to the investor.

On the other hand, to speed up the progress of compensation and project site clearance, the Provincial Land Fund Development Center recommends that the Provincial People's Committee assign the Department of Agriculture and Environment to direct the Provincial Land Registration Office to coordinate with the surveying unit and the Dinh Quan Land Fund Development Center branch to conduct inspection and confirmation of land recovery maps as a basis for issuing land recovery notices and conducting inventory according to regulations. Along with that, review and agree on a plan to handle compensation and support for the land area of ​​households with protective forest land origin and La Nga Sugar Cane and Sugar Joint Stock Company.

The Provincial Land Fund Development Center recommends that the Provincial People's Committee direct the People's Committees of localities where the project passes to establish steering committees at the commune and ward levels and arrange personnel to coordinate the implementation of the work.
