One of the targets and tasks set by the Dong Nai Provincial Party Committee for 2025 is a 10% increase in GRDP. Under the decisive direction of the Standing members of the Provincial Party Committee and the Provincial Party Standing Committee, along with the dynamism and creativity of the Provincial People's Committee, relevant departments, sectors, and branches, Dong Nai’s economic growth achieved quite good results in the first 10 months of 2025, gradually accelerating through the quarters, and remaining basically in line with the proposed scenario.
In order achieve the 10% growth target set by the Provincial Party Committee Resolution this year, according to the scenario, Dong Nai's growth in Quarter 4 of 2025 must reach 12.8%. This is not an easy task; it is full of challenges, and requires the decisiveness of the entire political system.
Decisively implementing the set goals
Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Vo Tan Duc said: The positive results mentioned above are due to several main reasons. A prime example is that public investment work has been directed very decisively. The Provincial People's Committee has issued a detailed disbursement plan and established working groups to promote and remove difficulties for each project. Industrial production activities maintained good growth momentum, the Index of Industrial Production (IIP) grew strongly (14.38%), showing a clear recovery of businesses, especially those with strong export advantages.

Attracting foreign direct investment (FDI) achieved many positive results, investment promotion and business environment improvement were promoted, prioritizing high-quality projects with advanced technology. Planning work was accelerated, in which the province is focusing on adjusting the Provincial Master Plan and accelerating the progress of establishing construction plans for key areas. In particular, the formation of Long Thanh Airport urban area is identified as a "century-defining boost" and a new strategic growth pole of the nation, contributing to restructuring the economic space of the entire Southeast region.
According to the head of the Dong Nai provincial government, to achieve the annual growth target of 10% for 2025, Quarter 4 must record a minimum growth rate of 12.8%. Therefore, the remaining months of 2025 are a time for all-out and accelerated effort. The Provincial People's Committee requires departments, sectors, branches, and localities to focus on implementing the tasks assigned in Decision No. 2331/QD-UBND, dated June 30, 2025, and some tasks from now until the end of 2025. In particular, tightening discipline and decisively disbursing public investment capital must be implemented. The remaining 8,321 billion VND must be disbursed in the last 2 months of this year to achieve a 100% disbursement rate of the capital plan assigned by the Prime Minister after deducting extended capital and newly allocated additional capital.
Regarding state budget revenue, to achieve the target of 100 trillion VND in accordance with the Provincial Party Committee's resolution, the remaining task for the last months of the year is 18,704 billion VND.
Along with that is strengthening planning management and attracting high-quality investment. The Department of Construction urgently completes, submits for appraisal, and approves urban general planning projects and commune/ward general planning. Tasks also include strengthening selective investment attraction promotion, prioritizing high technology, logistics, and finance to make Long Thanh a leading international aviation-logistics hub, along with continuing to work with central agencies to remove difficulties and obstacles for about 270 pending projects in the province.
The entire political system is unanimous
Implementing the direction of the Provincial Party Committee and the Provincial People's Committee, agencies, units, and localities have been demonstrating strong determination to achieve the double-digit growth target this year.
Major General Nguyen Duc Hai, Member of the Standing Committee of the Provincial Party Committee, Director of the Provincial Public Security, said: To contribute to the entire province's task of achieving 10% GRDP growth in 2025, the Dong Nai Provincial Public Security strives to achieve 100% of the public investment disbursement targets for projects funded by the Provincial People's Committee according to the set plan.
The Dong Nai Provincial Public Security was allocated public investment capital for 10 projects, including 6 construction projects and 4 procurement projects, It has requested that units and contractors supplying and installing equipment ensure disbursement reaches 95% of the plan by December 30, 2025, and 100% of the plan by January 31, 2026.
According to Provincial Party Committee Member and Director of the Department of Finance Truong Thi Huong Binh, to achieve the GRDP growth target of 10% in 2025, the Department of Finance has advised the Provincial People's Committee to issue plans and decisions, identifying 128 key tasks to focus on. To date, 65 tasks have been completed; 63 remainders are being implemented, of which 51 tasks are periodic and regular, and the reporting deadline for results is at the end of 2025.
At the thematic conference on some key tasks and solutions for the remaining months of the year to achieve the 2025 economic growth target of the Provincial Party Committee on November 8, 2025, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Dong Nai province Vu Hong Van and Deputy Secretaries of the Provincial Party Committee clearly stated that to achieve the full-year growth target of 10% in 2025, the entire province must strictly implement the principle: "Locality decides, locality acts, locality takes responsibility" and the "6 clear" working method: "clear person, clear task, clear responsibility, clear authority, clear time, and clear results". High concentration is needed to achieve the 10% growth target, ensuring that Quarter 4 achieves a minimum growth rate of 12.8% by all means.
The Department of Finance recommended that the provincial leaders decisively direct the completion of the remaining 63 tasks assigned by the Provincial People's Committee to units and localities, implementing them according to the "6 clear" motto: clear person, clear task, clear time, clear responsibility, clear product, clear authority.
The assigned tasks also aim at accelerating the disbursement of public investment capital, especially for national key projects and dynamic infrastructure; strengthening coordination, removing obstacles for businesses and investment projects, and unblocking socialized capital sources to serve socio-economic development.
Director of the Department of Construction Nguyen Anh Tuan said: To complete the key tasks of the construction sector in 2025, it is necessary to accelerate the approval of general construction planning schemes, detailed construction planning, and the preparation of urban and rural planning in line with the two-level local government. More efforts are needed to complete 4,208 social housing units in 2025, achieving 100% of the target assigned by the Prime Minister, and commence approximately 18 additional projects (corresponding to 15,147 units) in the last 2 months of 2025 and in Q1 2026.
Deputy Secretary of the Provincial Party Committee and Head of the Provincial Party Committee's Organization Commission Thai Bao emphasized: The remaining time in 2025 is not much, and the entire province needs to focus highly on implementing 6 key tasks, ensuring that the solutions are central, focal, and breakthrough to comprehensively achieve the goals and tasks identified at the beginning of the year.
Especially, regarding state budget revenue, the Department of Finance is assigned to lead and coordinate with departments, sectors, and localities to strive to reach the 100 trillion VND milestone. This is a historic and pivotal milestone for Dong Nai province, affirming the province's position, management capacity, and development strength in the new period.
