Considering shorter investment period for Dong Nai’s largest social housing project

On November 24, Ho Van Ha, Member of the Provincial Party Committee and Vice Chairman of the Dong Nai People’s Committee, chaired a meeting with the Department of Construction and relevant agencies and localities to review the investment proposal for the Trang An Social Housing Project in Tam Phuoc Ward, Dong Nai Province.

The Department of Construction confirmed that it has received an investment proposal for the Trang An Social Housing Project from Trang An Joint Stock Company. The project is planned on a site of more than 46 hectares in Tam Phuoc Ward. Upon examination, the Department found that the land is currently designated for commercial housing, providing insufficient grounds to approve a social housing investment as requested by the company.

To establish a basis for proposing a social housing project at the site, the Department of Construction has requested the company to complete necessary procedures, including a list of real estate projects currently registered with state authorities, sources of investment capital, and the projected investment cost per unit.

According to the Department of Construction, in its investment proposal, Trang An Joint Stock Company proposed a project timeline extending to 2037, which is considered relatively long and in need of a more reasonable phased investment plan. Additionally, the company must provide clarification on the project’s environmental impact, as required by the Department of Agriculture and Environment.

A representative of Trang An Joint Stock Company stated that the land in question has already been rezoned for a social housing project. The company has submitted a revised investment proposal, which includes an updated phased implementation plan with a proposed timeline extending through 2032.

Speaking at the meeting, Vice Chairman of the Dong Nai People’s Committee Ho Van Ha stated that the Trang An Social Housing Project is the most significant social housing development ever planned in the province. In May 2025, the National Assembly also approved Resolution No. 201/2025/QH15, piloting several special mechanisms and policies for social housing development. Therefore, the company’s proposed investment timeline should be adjusted to align with the province’s goal of completing 65,000 social housing units by 2030.

He assigned the Department of Construction to develop a detailed timeline for completing the necessary procedures to approve the project’s investment policy. At the same time, the Department is tasked with finalizing the appraisal of the investment proposal, prioritizing a “fast-track” process to cut the reporting time to the People’s Committee by half so that it can be submitted to the Provincial Party Standing Committee for consideration.
