Timeline set for full completion of the Road 319 – HCM City – Long Thanh – Dau Giay Expressway interchange project

According to the Dong Nai Provincial People's Committee, on October 2, the Chairman of the Provincial People's Committee instructed the Department of Construction and relevant units to implement tasks related to the full completion of the Road 319 – Ho Chi Minh City – Long Thanh – Dau Giay Expressway interchange.

Specifically, the Chairman of the Provincial People's Committee assigned the Department of Construction to lead the coordination with relevant units to determine the implementation timeline for infrastructure components connected to the Road 319 interchange. This endeavor includes firm commitments on the progress of compensation, site clearance, resettlement, and relocation of technical infrastructure during the full completion of the Road 319 – expressway interchange project. At the same time, a draft document from the Provincial People's Committee will be submitted to the Ministry of Finance, the Ministry of Construction, and the Vietnam Expressway Corporation (VEC). The Provincial People's Committee also requested that the Department of Construction report on the implementation results by October 5, 2025.

In September 2025, the Provincial People's Committee sent a document to the Ministries of Finance and Construction, requesting their consideration and opinion on VEC adding the complete investment in the Road 319 intersection to the Ho Chi Minh City - Long Thanh Expressway Expansion Project, which is part of the Ho Chi Minh City - Long Thanh - Dau Giay Expressway. In this document, Dong Nai Province proposes adding the complete investment in the Road 319 intersection to the Ho Chi Minh City - Long Thanh Expressway Expansion Project.

Subsequently, VEC responded to this proposal from Dong Nai province. VEC supported the opinion of the Dong Nai Provincial People's Committee regarding the necessity of fully investing in the Road 319 intersection with the Ho Chi Minh City - Long Thanh - Dau Giay Expressway to ensure synchronized connectivity and maximize investment efficiency, in accordance with local planning.

At the same time, VEC also requested Dong Nai province to determine the implementation timeline for infrastructure components connected to Road 319 in Long Thanh commune, Dong Nai province. In addition, the province is expected to commit to the progress of compensation, site clearance, resettlement, and relocation of technical infrastructure (if any arise) during the full completion of the interchange project.

Based on local commitments, the on-site construction progress of the Ho Chi Minh City – Long Thanh Expressway Expansion Project, and the project's capital balancing capacity, VEC will coordinate with local management units to develop and evaluate a specific investment plan. If the plan is deemed feasible and effective, procedures for adjusting the investment project will be implemented in accordance with the relevant authority, serving as the basis for construction.

VEC will also assign the Project Management Board of Southern Expressways (VEC's representative on-site) to work urgently and coordinate closely with Dong Nai province's advisory agencies to research and prepare relevant investment procedures as required.
