Tapping new growth drivers

The first Dong Nai Provincial Party Congress for the 2025–2030 term has concluded successfully. The strategic decisions made at the Congress reflect the strong determination of the Party organization, government, and people of the province for the next stage of development.

Building on its existing strengths in economic, industrial, and infrastructure development while simultaneously exploring new growth drivers, especially through major projects such as Long Thanh International Airport, will serve as a key momentum for Dong Nai’s rapid and sustainable development.

Strong determination
Between 2021 and 2025, despite facing many challenges from the COVID-19 pandemic and global economic and political fluctuations, Dong Nai’s economy has continued to grow strongly. The province recorded an average annual growth rate of 7.11% during this period, with the goal of achieving double-digit growth in 2025. Export turnover reached tens of billions of USD annually, with a 2025 target exceeding USD 32 billion.

Together with Ho Chi Minh City and Tay Ninh, Dong Nai is one of the key growth poles driving the economy of both the Southern region and the entire country. With its open investment environment, expanding development space, and increasingly completed infrastructure, Dong Nai continues to attract both domestic and foreign investors, creating solid foundations for the next stage of growth.

Dong Nai continues to transform its growth model associated with economic restructuring toward modernization; and apply science, technology, innovation, and digital transformation. The province also aims to further promote the private sector and expand various economic components to sustain double-digit growth.

The 1st Provincial Party Congress set a general goal: building Dong Nai into a prosperous, green, civilized, and modern province, becoming a major driving force of the Southeastern region and the nation. By 2030, Dong Nai aims to basically meet the criteria for becoming a centrally governed city.

With such a consistent objective, the Congress outlined 29 key targets for 2025–2030, covering Party building, economic growth, culture–society, natural resources–environment, and national defense–security. These include an average annual GRDP growth rate of at least 10%, total GRDP (GRDP at current prices) exceeding VND 1.2 quadrillion by 2030, per capita GRDP surpassing VND 250 million, and the digital economy contributing more than 30% to GRDP. State budget revenue is expected to grow 10–12% annually.

These basic targets and norms demonstrate the firm determination of the Provincial Party Organization, authorities, and residents to turn Dong Nai into a modern city by 2030.

Harnessing new growth drivers

After years of steady development, Dong Nai now ranks among the country’s top provinces in terms of economic strength, workforce, and development space. The province possesses a full range of transport systems, road, sea, inland waterways, railway, and air. Notably, it is home to Long Thanh International Airport, Hoa Lu International Border Gate, the North–South Railway, and major seaports such as Phuoc An, Go Dau, and Phu Huu. Its road network includes key expressways, ring roads, and provincial routes currently under construction.

Dong Nai is also among Vietnam’s top provinces for industrial growth, with 83 industrial parks planned and over 2,600 projects invested by both domestic and foreign investors. The province’s industrial base is diverse, encompassing large-scale manufacturing in industrial zones as well as rural and processing industries tied to local raw materials.

According to Vo Tan Duc, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee, Dong Nai will focus on developing key sectors such as the digital economy, green economy, circular economy, sharing economy, knowledge economy, aviation economy, and high-tech industries, along with science, technology, and innovation. A highly skilled and knowledge-based workforce will be an essential factor driving rapid and sustainable local growth.

Prof. Dr. Vo Xuan Vinh, Director of the Institute for Business Research (University of Economics Ho Chi Minh City) and member of Dong Nai’s Socio-Economic Advisory Council, emphasized that in the new context, Dong Nai must develop its economic infrastructure comprehensively to fully tap its potential and advantages. Investment should be directed toward modern and technology-driven infrastructure, coupled with innovation in investment mindset, mechanisms, business models, and management approaches to mobilize all available resources.

He added that Long Thanh International Airport will serve as a major catalyst for new growth drivers. The development of high-quality infrastructure will not only form the foundation for Dong Nai’s sustainable socio-economic growth but also contribute to the broader development of the Southern key economic region. Now is the time for the province to prepare for a new breakthrough.
