On October 23, the Steering Committee for key national railway projects held its fourth online meeting to review the implementation progress of railway projects over the past period and to outline key tasks for the time ahead. Politburo member, Prime Minister Pham Minh Chinh, Head of the Steering Committee, chaired the session.

The meeting was attended by Member of the Party Central Committee and Deputy Prime Minister Tran Hong Ha, Standing Deputy Head of the Steering Committee, along with other members.
At the Dong Nai meeting point, the Deputy Secretary of the Provincial Party Committee (PPC) and Chairman of the Provincial People’s Committee Vo Tan Duc presided over the session.
At the session, a representative of the Ministry of Construction reported on the implementation progress of tasks assigned by the Steering Committee and the implementation progress of key railway projects, as well as key priorities for the coming period.

Representatives from ministries, sectors and localities reported on the implementation progress of the works and projects, clarified bottlenecks and obstacles, and proposed solutions to accelerate the implementation of railway projects.
Speaking at the meeting, Chairman of the Dong Nai People’s Committee Vo Tan Duc said the North–South high-speed railway section running through Dong Nai province is about 82km long, with one station located at Long Thanh International Airport and one maintenance depot in Xuan Duong commune. Dong Nai has established a Site Clearance Steering Committee led by the Secretary of the PPC.
The Dong Nai Land Development Center (DLDC) has been designated as project owner to carry out compensation and site clearance. Moreover, the DLDC has been tasked with reviewing and submitting compensation and resettlement plans for approval. Dong Nai will have eight resettlement areas, sufficient to provide accommodation for affected households.

Given that the railway section running through Dong Nai is relatively long but currently includes only one station at Long Thanh International Airport, the province proposed supplementing an additional passenger station to be located in Xuan Hoa commune. The proposed location would be 48km from Long Thanh station and 63km from Muong Man station in Lam Dong province, ensuring the required spacing between stations.
Concluding the session, Prime Minister Pham Minh Chinh acknowledged the efforts of ministries, sectors and localities in carrying out their assigned tasks. The Government and relevant ministries have actively mobilized capital from multiple sources for the Lao Cai – Ha Noi – Hai Phong railway project and the North–South high-speed railway. The Government sets the targets to break ground for Component 1 of the Lao Cai – Ha Noi – Hai Phong railway project on December 19. Given the heavy workload ahead, the Prime Minister requested that project implementation must ensure quality, technical standards, progress, effectiveness and feasibility. The approach is to transfer technology step by step, moving toward mastering railway and metro technology and developing a complete railway ecosystem.
With regard to site clearance, localities are required to focus on accelerating land clearance, relocating technical infrastructure and developing resettlement areas in line with approved plans, ensuring that resettled residents enjoy housing conditions equal to or better than their previous dwelling places.
The Ministry of Finance will continue to provide guidance and create favorable conditions for localities in advancing and allocating capital to carry out these tasks.
