New growth momentum from three upcoming industrial zones

Dong Nai plans to simultaneously commence infrastructure development for three industrial parks (IPs) on December 19: Long Duc 3, Bau Can - Tan Hiep (Phase 1), and Xuan Que - Song Nhan (Phase 1), all of which are located near Long Thanh International Airport.

These projects clearly reflect the province’s determination to concretize the industrial spatial planning, aiming to form a modern chain of industry – urban – services, while creating an infrastructure breakthrough to strongly attract investment in the 2025–2030 period.

Compensation survey completed, compensation plans approved

Long Thanh Airport, along with Phuoc An Port and the towns of Tran Bien, Long Thanh, and Nhon Trach, has been designated as one of four key growth zones for socio-economic development under the Resolution of the 1st Provincial Party Congress for the 2025–2030 term. The industry has been identified as a core sector, forming the foundation for developing a modern industrial logistics services hub for both the province and the Southeast region.

Based on the provincial planning and proposals from localities, the Prime Minister has approved investment policies and selected investors for three IP projects: Long Duc 3 (over 244 ha), Bau Can - Tan Hiep (phase 1) with an area of 1,000 ha, and Xuan Que – Song Nhan (phase 1, 1,000 ha).

Deputy Director Chu Tien Dung of the Provincial Land Fund Development Center said that 100% of rubber land in the industrial parks has been surveyed for compensation. The portion used by households has been mostly completed, except in the Bau Can – Tan Hiep IP, where about 10% of household-used land remains unsurveyed.

Regarding compensation plan approval, projects in the Xuan Que – Song Nhan IP and Long Duc 3 IP have already been initiated. As for the Bau Can – Tan Hiep IP, the communes of Phuoc Thai and Long Phuoc have convened compensation councils, completed plan evaluations, and are now awaiting official approval.

“Though surveying is complete, pricing and compensation plans can’t yet be implemented because land rates have not been determined. Localities should soon set specific land prices so the center can prepare and publicly post the compensation plans as required,” Dung urged.

In Xuan Que commune, Le Van Binh, Chairman of the communal People's Committee, said that the Xuan Que – Song Nhan IP will reclaim 321 land plots, including 233 rubber land plots, 74 household plots, and the remainder of public land. The locality has completed surveying and verifying the origins of land use for the rubber land; however, some households are still finalizing their documentation.

In late September, the commune held a meeting to approve the compensation, support, and resettlement plans for Dong Nai Rubber Corporation One Member Limited Liability Company (Dong Nai Rubber Corporation). A company representative agreed in principle but proposed additional compensation for on-land assets, remaining land investments, and support for plantation development costs.

Vo Tan Duc, Deputy Secretary of the Provincial Party Committee and Chairman of the Dong Nai People’s Committee, stated that the Provincial People’s Committee has held three meetings to resolve issues related to compensation and preparation for infrastructure construction of the three IPs. According to reports from various departments, agencies, and localities, many tasks have made significant progress. All organization-owned land has been surveyed, and two-thirds of the compensation plans for organizations have been approved.

Simultaneous groundbreakings on December 19

The Chairman of the Provincial People's Committee noted that several tasks remain behind schedule. Specifically, the communes of Xuan Que, Phuoc Thai, and Long Phuoc have yet to finalize specific land valuations for household compensation. The Departments of Finance, Agriculture and Environment, Industry and Trade, and the Dong Nai Industrial Zones Authority (DIZA) must intensify their efforts to ensure that groundbreakings proceed as scheduled on December 19, 2025.

He assigned the Provincial Land Fund Development Center to direct its Long Thanh branch to process and support compensation for the remaining land investments of Dong Nai Rubber Corp in accordance with regulations. Once the communes approve the supplementary investment compensation plans, the center will proceed with disbursing the additional payments. The Vietnam Rubber Group (VRG) is expected to instruct Dong Nai Rubber Corp to receive the payments, liquidate the rubber trees, and hand over the land on schedule.

For IP investors, the provincial People’s Committee requested a review of the project's implementation progress and a report identifying priority areas for site handover, so that Dong Nai Rubber Corporation can carry out tree clearance before the groundbreaking ceremony. At the same time, investors are required to proactively coordinate with the rubber sector to expedite the clearance of rubber plantations in accordance with regulations.

Xuan Que, Phuoc Thai, and Long Phuoc communes are urged to cooperate with consulting units, submit, and approve concrete land pricing for compensation; and confirm the origin of land, housing, and assets in October 2025 to serve as the basis for preparing and approving compensation, support, and resettlement plans.

The Chairman of the Provincial People’s Committee instructed relevant departments and agencies to support project owners in resolving emerging issues and ensure adequate land and legal documents for the timely commencement of the project.  Review and report on investment in connecting roads, as well as electricity and water infrastructure, to ensure synchronization when the industrial zones come into operation.

“The simultaneous launch of three IPs by the end of this year holds great significance for attracting investment, driving industrial development, and generating new growth momentum for the province. Therefore, all relevant parties must coordinate closely, promptly resolve existing obstacles, and ensure on-schedule land handover,” emphasized Vo Tan Duc, Chairman of the Provincial People's Committee.

Nguyen Tuan Anh, representative of Long Duc 3 IP JSC, stated that investors are ready to commence the projects. He proposed that local authorities expedite the approval of compensation and support plans. At the same time, the investor would transfer funds to enable relevant agencies to make payments in accordance with the regulations.
