On the afternoon of October 6, Nguyen Thi Hoang, Member of the Provincial Party Committee and Vice Chairwoman of the Dong Nai Provincial People’s Committee, chaired a meeting with relevant departments, sectors, and units to review the legal status of construction stone mines and the allocation of materials for key transportation projects.

At the meeting, Tran Trong Toan, Deputy Director of the Department of Agriculture and Environment, reported that: As of the end of September 2025, the provincial People’s Committee had granted exploitation licenses for Group IV minerals to eight filling material mines serving the Bien Hoa–Vung Tau Expressway Project, covering nearly 53 hectares with a total reserve of over 4 million cubic meters. In addition, once land lease procedures are completed for the Tam Phuoc–Phuoc Tan mine cluster, stone-mining enterprises will contribute an additional 1 million cubic meters of filling material, raising the total volume to more than 5.5 million cubic meters, adequate to meet the project’s demand.
For the section of the Ho Chi Minh City Ring Road No. 3 project passing through Dong Nai province, the province has licensed one enterprise to extract mineral resources with an estimated reserve of approximately 168,000 cubic meters of filling material.

Regarding construction stone, the report indicated that the types and quantities required for the projects remain insufficient. Specifically, the Bien Hoa–Vung Tau Expressway and the Ho Chi Minh City Ring Road No. 3 are short by about 486 thousand cubic meters; the Ho Chi Minh City–Long Thanh Expressway Expansion Project and the Ben Luc–Long Thanh Expressway Project lack about 228 thousand cubic meters; while other key projects across the province have proposed an additional 320 thousand cubic meters of materials, mainly stone.
According to Toan, 23 out of 33 rock mines in the province are capable of supplying materials for the Long Thanh International Airport and the expressway projects. Among them, six mines have been allowed to increase exploitation capacity under special mechanisms; however, the overall supply still does not meet the demand.

After listening to opinions from enterprises, project owners, and provincial departments and agencies, Vice Chairwoman of the Dong Nai Provincial People’s Committee Nguyen Thi Hoang requested the Department of Agriculture and Environment to continue reviewing and guiding the implementation of special mechanisms for eligible mines to increase supply sources, ensuring compliance with planning and rectifying any violations.
Provincial leaders assigned the Department of Industry and Trade and the Provincial Police to closely monitor material prices and ensure proper supply to the projects. The People’s Committees of Tam Phuoc and Phuoc Tan wards continue to assist mine owners in completing land-use procedures. Meanwhile, the Department of Finance advises the provincial People’s Committee on issuing a list of key off-budget projects eligible for special mechanisms to ensure sufficient material supply throughout the construction process.
