More than 47,000 resettlement plots needed
To meet development demands, Dong Nai has recently identified investment in synchronized infrastructure, especially transport infrastructure, as one of its strategic breakthroughs. As a result, a series of provincial roads, expressways, and ring roads have been and are being built across the province, such as the Ho Chi Minh City’s Ring Road 3 and expressways including Bien Hoa – Vung Tau, Ben Luc – Long Thanh, Gia Nghia – Chon Thanh…
The strong wave of infrastructure investment will continue in the coming years with many projects scheduled to begin, including the Ho Chi Minh City’s Ring Road 4, the Ho Chi Minh City – Thu Dau Mot – Chon Thanh expressway, the elevated road along National Highway 51, the extension of the Ben Thanh – Suoi Tien metro to Tran Bien ward, and Long Thanh International Airport along with its connecting transport routes.
According to Provincial Party Committee member and Vice Chairman of the Provincial People’s Committee Ho Van Ha, 2025 has been designated as the “year of transport infrastructure” in Dong Nai. In the following years, developing a modern and synchronized transport system will remain a top priority to drive socio-economic growth. To carry out these projects, the province must accelerate land acquisition and site clearance. With the large number of projects underway or planned, the demand for resettlement land to relocate households affected by land recovery is significant.
Le Hoang Son, Chairman of Long Thanh Commune People’s Committee, said: The commune hosts the nationally important Long Thanh International Airport, scheduled to begin commercial operations in the first half of 2026. Consequently, many projects serving the airport, including connecting transport routes, will be implemented in the near future, creating a high demand for resettlement land.
“In the period from 2026 to 2030, the demand for resettlement land in the commune will be more than 1,200 lots,” said Le Hoang Son.
Not only Long Thanh commune, but many other localities across the province also need thousands of resettlement plots, such as the wards of Tran Bien, Binh Phuoc, Trang Dai, and Phuoc Tan, as well as the communes of Trang Bom, Dau Giay, Binh Minh, Xuan Loc, An Phuoc, Dai Phuoc, and Nghia Trung.
According to Mai Phong Phu, Deputy Director of the Provincial Land Development Center, the unit has compiled the province’s resettlement land needs for 2026–2030 as assigned by the Provincial People’s Committee. The total demand is estimated at more than 47,000 resettlement plots.
89 resettlement areas planned for 2025–2030 period
Currently, the Provincial People’s Committee has drafted a plan to build resettlement areas across the province in 2026–2030 period to create a sufficient land fund. This aims to meet the real demand of socio-economic development and provide relocation solutions for households affected by site clearance for the province’s and nation’s key projects, as well as other investment projects requiring resettlement.

According to Vice Chairman of the Provincial People’s Committee Ho Van Ha, the early development of resettlement areas plays a decisive role in ensuring the progress of land acquisition and site clearance when implementing projects across the province.
According to the Provincial People’s Committee, based on the total demand reported by localities, the construction investment unit cost and the 2024 consolidated construction component price announced by the Ministry of Construction in Decision No. 409/QD-SXD (dated April 11, 2025), the total estimated funding for developing resettlement areas across the province in the 2026–2030 period is over VND 10 trillion.
According to the draft plan, during the 2025–2030 period, Dong Nai is expected to develop 89 resettlement areas across the province. Specifically, in 2025, in addition to the 6 resettlement areas already under construction, the province will strive to commence construction on 7 more. In 2026, Dong Nai sets the target of starting construction on another 30 resettlement areas. From 2027 to 2030, the province will continue to launch construction of an additional 46 resettlement areas.
