On October 9, Deputy Minister of Construction Nguyen Van Sinh chaired a meeting with ministries, agencies, and localities (via teleconference) to review preparations for the Prime Minister’s upcoming conference with provinces and cities on social housing development, scheduled to take place later this week.

Reporting to the Ministry of Construction (MoC), Ho Van Ha, Member of the PPC and Vice Chairman of the Dong Nai People’s Committee, said that the province has planned and allocated over 1,000 hectares of land for independent social housing projects, along with more than 300 hectares from the 20% land fund reserved for social housing within commercial housing projects. Accordingly, Dong Nai has basically secured sufficient land resources to meet the Government’s target of developing nearly 65,000 social housing units by 2030.
However, some land plots in rural areas currently zoned for low-rise detached housing are no longer consistent with the 2023 Housing Law, which stipulates that social housing projects should primarily consist of apartment buildings, except in areas with ethnic minority populations and those located in mountainous regions. As a result, the province will review and adjust its planning, reallocating land to more suitable locations. In line with new special policies issued in 2025, Dong Nai has assigned developers and approved investment policies for 10 projects, totaling 11,000 housing units.

At the meeting, provincial leaders made two recommendations to the Ministry of Construction. First, for high-rise social housing projects, the 12-month construction timeline required by current regulations is difficult to meet when using traditional building methods. Second, as social housing prices remain relatively high, the province has proposed policies to encourage enterprises to establish factories that produce construction components and equipment, helping to reduce costs and accelerate progress. For the 2026 target, Dong Nai has registered to start and complete approximately 9,000 social housing units.
In the coming period, the province will implement a range of coordinated and breakthrough measures to fulfill the targets assigned by the Government. Priority will be given to allocating land in areas adjacent to industrial zones and near public transport corridors, ensuring the availability of "ready-to-build" land for social housing projects. Dong Nai will also strictly enforce the requirement to reserve 20% of land in commercial housing projects for social housing development. The province aims to utilize special mechanisms to expedite the investor selection process and reduce administrative processing time for businesses by 50%, while ensuring sufficient resources are allocated for land and preferential credit for both social housing projects and homebuyers.

According to provincial leaders, Dong Nai has a high demand for social housing. Promoting the development of social housing not only addresses workers’ housing needs but also contributes to achieving the goals of ensuring social welfare and sustainable development in line with the Government’s directives and the province’s policies.
At the meeting, various localities and real estate enterprises proposed innovative solutions to accelerate the development of social housing in the near future.
