Digital transformation to enhance tax management quality

The tax sector is accelerating the development and completion of a modern tax management system, integrating advanced technologies such as artificial intelligence (AI), big data, and tax management software.

 
To date, this transformation has gradually contributed to the formation of a modern tax management ecosystem. Accordingly, the information technology system has been implemented synchronously, ensuring the full utilization of all tax management functions, including registration, declaration, and payment.

Modernization of the tax management system

According to the Dong Nai Tax Department, the tax sector has proactively advised and implemented a range of effective tax management solutions, linking state revenue collection with support to remove difficulties for businesses and taxpayers in recent times. Many revenue-related activities are now managed through modern applications and software, such as electronic invoices and the eTax Mobile application for electronic registration fees.

Specifically, regarding the implementation of electronic invoices (e-invoices) from cash registers, by the end of September 2025, over 7,400 enterprises and business households had registered for e-invoices, including more than 3,700 enterprises and over 3,600 business households.

In parallel with the implementation of e-invoices from cash registers, the collection of electronic registration fees for new automobiles and motorcycles has also achieved notable results. In the first nine months of 2025, the number of car and motorcycle registration fee declarations across the province exceeded 153,000 vehicles, with nearly 57,000 electronic declarations, accounting for 37% of all new vehicles registered in the province. Revenue from e-commerce tax management reached 147 billion VND as of October 2025, covering both businesses and individuals.

In addition, the tax sector continues to manage taxpayers through the eTax Mobile electronic tax application. To date, more than 47,000 households in the province have used eTax Mobile, with over 85% of stable business households complying with tax obligations through the app. The proportion of business households paying taxes electronically across the province exceeds 63%.

Nguyen Thu Thao from Tran Bien ward, Dong Nai province, who has been using the eTax Mobile application for quite some time, shared: The eTax Mobile app is a very convenient tool for managing personal taxes. Notably, its recent integration with the VNeID electronic identification platform has made it easier for me to look up personal tax information directly within the VNeID app.

According to Thao, since using eTax Mobile, she has been able to proactively track the taxes she is required to pay, access personal tax-related information, and monitor payment deadlines for various taxes such as personal income tax and land tax.

In the first nine months of 2025, the Dong Nai Tax Department collected over 46.7 trillion VND in state revenue, reaching 96% of the approved estimate and marking a 34% increase compared to the same period in 2024, with revenue from land use fees amounting to nearly 5.3 trillion VND, while revenue from the state lottery reached 3.1 trillion VND.   

Enhancing service quality

Amid the strong currents of the Fourth Industrial Revolution and in line with Resolution 57-NQ/TW dated December 22, 2024, of the Politburo on the breakthrough development of national science and technology, innovation, and digital transformation, the tax sector has identified comprehensive digital transformation as its key goal from the outset. The aim is to enhance management efficiency and effectiveness, expand sustainable revenue sources for the state, and establish a transparent and convenient public service system for both individuals and businesses.

In particular, Dong Nai, as one of the country’s major economic centers, attracts thousands of foreign-invested projects, contributing more than 30% of the province's total annual state revenue. Therefore, tax management must ensure professionalism, transparency, fairness, and continuous innovation, creating optimal conditions for taxpayers to access tax policies.

Sharing insights on tax management in Dong Nai, Huynh Thien Duy Phuong, Head of the Legal and Budget Operations Department under the Dong Nai Tax Department, said that the sector operates under a self-declaration and self-payment model. This advanced management model aligns with reforms and the modernization of tax administration. By focusing on taxpayers’ legal compliance, tax inspections play a critical role in detecting and promptly preventing violations, while ensuring transparency, fairness, and accountability in law enforcement, contributing to a healthy investment and business environment.

In today’s context of rapidly expanding digital economies, the tax sector must focus on vigorously reforming tax administration solutions, aiming for the comprehensive digitalization of tax procedures and processes. At the same time, the industry is increasing its use of smart data, applying AI and modern digital technologies to gradually build a resilient public financial ecosystem that upholds the core principles of transparency and fairness.

To improve the quality of tax management and ensure state revenue in the coming period, Nguyen Toan Thang, Head of the Dong Nai Tax Department, stated that the sector will continue modernizing tax administration. Key measures include accelerating the review and consolidation of individual tax codes to enhance management, reviewing the registration and issuance of e-invoices generated from cash registers for organizations and individuals, and strengthening invoice management and risk control. In addition, the tax sector regularly reviews and compares data to ensure accurate updates in the department’s centralized applications and databases. It will continue to develop and implement digital transformation plans aligned with administrative reform goals, enhancing connectivity, data sharing, integration, and synchronization with other agencies and sectors to reduce administrative procedures and improve Dong Nai’s competitiveness in the coming period.
